Dear Business Managers,
Now that November has winded to a close I wanted to provide an update on the Substitute Reimbursement Grant applications and answer an important question that has been asked by some of you. You’ll also be happy to know the deadline to submit your grant application has been extended to December 15, 2022.
Q: May grantees use Substitute Reimbursement funds to repay their districts or ESDs for direct payments previously made to substitutes or instructional assistants?
Yes! Districts and ESDs may use grant funds to reimburse themselves for direct payments previously made to Substitute Teachers or Instruction Assistants for eligible expenses related to Required Trainings incurred between April 15, 2022 and June 30, 2023. Districts may not keep any of the funds for administrative costs.
Additional information for the Substitute Reimbursement Grant, including the application is available at our Grant site. This grant provides reimbursement for trainings required to maintain professional licenses, trainings required by a district or ESD to work there for the upcoming year, or other professional development for substitute teachers and instructional assistants. $19.5 million is allocated by HB 4030 to cover these costs for this year. If districts and ESDs have previously paid for eligible expenditures to substitute teachers and instructional assistants they may replenish their funds but are not able to keep any for administrative costs.
Thank you for your help in facilitating this process. If you have any questions, please don’t hesitate to email me at ODE.SubReimbursementGrant@ode.oregon.gov.
Sincerely,
Michelle Merfeld
