Thank you to all the Sponsors who provided their opinions in the CACFP Annual Training Survey back in October 2022. The ODE CNP Community Team is reviewing all submissions and have started to develop a plan for CACFP Annual Training for this Fiscal Year. More information will be released in the new year!
The FAIN, or Federal Award Identification Number, and the Assistance Listing are now available.
The FAIN is defined as the unique identifier within the federal agency for each financial assistance award that is provided. CACFP reimbursements disbursed by ODE CNP are provided with a new FAIN each fiscal year.
For Fiscal Year 2023, the FAIN for CACFP is 237OROR3N1099. Sponsors who receive the Cash-In-Lieu (CIL) instead of USDA Commodities will use 237OROR3N2020 for CACFP CIL.
Assistance Listings are detailed public descriptions of federal programs that provide funding of all types. Within each listing, there is an Assistance Listing (AL) number which is required for governmental reporting and auditing. The AL was previously known as the Catalog of Federal Domestic Assistance (CFDA).
CACFP's AL is 10.558. School Food Authorities and non-profit organizations will need to use this number to report all CACFP reimbursements received from ODE CNP.
Sponsors who experience supply chain disruptions have available flexibilities, including:
- Utilizing emergency procurement per 2 CFR 200.320, which allows noncompetitive procurement methods when a public exigency or emergency prevents competitive procurement.

Requesting reimbursement for meals that do not meet meal pattern if:
- There are emergency conditions and program Sponsors are unable to obtain the required milk type. In temporary situations, Sponsors can request approval from ODE CNP to serve meals without milk during the emergency period. In continuing situations, Sponsors can request approval from ODE CNP to provide an equivalent amount of canned, whole, dry, or fat-free dry milk instead. This is allowed per 7 CFR 226.20(e).
- Your program is operating under a non-vended and self-operating (not working with a Food Service Management Company, FSMC) site with supply chain issues that are documented. Documentation must include:

Working Menus showing actual food items that were served and notations showing the items that had been impacted by the supply chain disruption

Additional documentation showing that effort had been made to procure the missing items. For example, this can include e-mails to vendors requesting items or alternatives, vendor receipts showing that requested items are unavailable, or images of store shelves without the needed items. There may be additional documentation methods that were not included.
Note that during Administrative Reviews with non-vended and self-operating Sponsors, ODE CNP is still required to call all meals that do not meet meal pattern as a finding, even if it is due to a supply chain disruption. However, if proper documentation of a supply chain disruption is on file, no meals will be disallowed. This flexibility does not apply to vended and FSMC supplied meals and meals not meeting meal pattern will still be disallowed for vended and FSMC supplied meals.
ODE CNP welcomes Natalie Bratton to the Community Team! Natalie is our newest Child Nutrition Specialist and will be working with both CACFP and SFSP Sponsors.
Natalie was born and raised in the Pacific Northwest and loves spending time outside in the rain. She began her post-secondary education in Psychology at Western Oregon University and then pursued her ultimate passion of Nutrition at Oregon State University. She joined Community Action Head Start not long after finishing school, starting as a Nutrition Assistant and eventually became the Nutrition Services Manager. Natalie is excited to be a part of the ODE Community Nutrition Team. In her free time, she serves on the Board of Creating Opportunities, a non-profit organization serving children with disabilities and their families and also enjoys cooking, baking, and playing violin with the local all-volunteer Salem Pops Orchestra.
Natalie says she is looking forward to supporting Sponsors in the amazing work that you do!
