November is Transgender Awareness Month. On November 21, 2022, we honor Transgender Day of Remembrance. According to the 2020 Oregon Student Health Survey taken by 6th, 8th, and 11th grade students, 8% are transgender, gender-expansive, or questioning. Districts and schools are encouraged to consider the updates and resources in this newsletter as you consider how educators and schools can build legacies of love and support for transgender and gender expansive students during Transgender Awareness Month.
In this newsletter, we will share with you some announcements, research, resources, and opportunities for training by ODE, statewide, and national colleagues that may be of interest to you in order to support LGBTQ2SIA+ affirming school communities.

ODE LGBTQ2SIA+ Student Success Program Updates
Apply Now: RFA Open for 2022-23 LGBTQ2SIA+ Student Success Grant Program
The Oregon Department of Education (ODE) LGBTQ2SIA+ Student Success Grant Program will award grantees through June 30, 2023. ODE may choose to extend or renew the contracts into the 2023-25 biennium. The total funds available for this program are $2,000,000 per biennium. Applicants must demonstrate the outcomes of the grant activities are to benefit and serve LGBTQ2SIA+ students and their families, and must implement one or more of the strategies included in the LGBTQ2SIA+ Student Success Plan and Statute. Final applications are due at 5pm on December 7, 2022.

LGBTQ2SIA+ Data & Research
We have an important responsibility to reflect the lived experiences of LGBTQ2SIA+ students, staff and school communities in Oregon and in the United States. Below, please find some local and national research and data that tell the stories of young people, especially as it pertains to experiences within educational environments.
Data and Research Spotlight: GLSEN Releases 2021 National School Climate Survey Report
The 2021 National School Climate Survey results are in. In October, GLSEN released the updated report from their biennial National School Climate Survey and webinar, taken by students around the country. While the results reiterate what Oregon data has shown us – that schools can be hostile places for LGBTQ2SIA+ students, especially LGBTQ2SIA+ students of color – it also reminds us that supportive educators, school environments, and resources increase the likelihood of academic success, feelings of belonging, and safety in school for LGBTQ2SIA+ students. Some findings of note are included below for districts to consider as they plan supportive actions for this school year:

Homophobic and negative remarks about gender expression from teachers and staff increased from 2019 to 2021.
- LGBTQ+ students who experienced LGBTQ+-related discrimination at school were three times as likely to miss school due to fear, have lower GPAs, experience increased discipline at school, and have lower self-esteem and school belonging, and higher levels of depression.
- A majority (71.6%) of LGBTQ+ students reported that their classes did not include any LGBTQ+ topics in class.
- In 2021, the percentage of LGBTQ+ students who had a GSA available at their school dropped significantly.

The LGBTQ2SIA+ Student Success Plan identifies the need for school staff professional development that offer practical skills for supporting LGBTQ2SIA+ students, families, and co-workers. Unless hosted or facilitated by the Oregon Department of Education (ODE), these training opportunities have not been endorsed by ODE, but are being shared as relevant opportunities for education professionals to consider. Survey Opportunity: GLSEN LGBTQ+ Families and Schools Study
Survey opportunity for LGBTQ+ parents and caregivers and youth ages 13+ with at least one LGBTQ+ parent or caregiver. You can help GLSEN, Family Equality, and COLAGE inform education policymakers and the public about what’s really going on in our nation’s schools for families like yours by completing the LGBTQ+ Families and Schools Study Survey. Participants have a chance to win one of 20 $50 e-gift cards—and will be helping Family Equality, COLAGE, and GLSEN better inform policymakers and the general public about your experiences with the school system. The survey is completely anonymous and should only take approximately 20 minutes to complete.

The U.S. Trans Survey is Now Open for People Ages 16 and Up
The 2022 U.S. Trans Survey, the largest survey ever devoted to the lives and experiences of trans and nonbinary people, is available in English and Spanish. The USTS provides much-needed information to help the public understand the lives and experiences of transgender people in the United States and the disparities that many transgender people face. The survey will be live from October 19-November 21, 2022, for trans and nonbinary people ages 16+ in the U.S. and U.S. territories.
