ESSA Quick Reference Brief Spotlight: Methodology

Under ESSA, districts must demonstrate that the methodology used to allocate State and local funds to schools provides each Title I-A school with all of the money it would receive if it did not participate in the Title I program. In other words, an LEA’s methodology must be “Title I neutral” in that it allocates state and local funds to schools without regard for Title I-A status.

The Private School Section of the Continuous Improvement Plan (CIP) Budget Narrative

As districts are working on their CIP Budget Narratives, they must complete the section identifying private schools within their district. This section will be reviewed in order to compile an accurate list of eligible private schools and to ensure that all eligible private schools were invited to equitable services consultation as required by the Every Student Succeeds Act (ESSA).

  • Districts that do not have private schools located within their boundaries and do not allocate a Title I-A proportionate share to any private school outside of its boundaries, should select “No Private Schools.”
  • Districts that have private schools within their boundaries should list all eligible private schools in this section, even if the school was non-responsive or declined services.

For a private school to be eligible for equitable services consultation, they must be a non-profit and enroll students in any grade Kindergarten-12. For-profit institutions, day cares, pre-kindergarten programs, and after-school programs are ineligible to accept provisions for equitable services.

Changes to the CIP Budget Narrative Consolidated Spending Page

The Federal Systems Team identified an issue with the 2022-2023 Consolidated Spending page following the application’s launch on August 11, 2022.  The system was incorrectly capping the Indirect Rate at 2% for Title III Regular School Program and Title IV-A SSAE for some districts, rather than letting them enter their Negotiated Indirect Rate in the Indirect Rate column.

If you have already submitted your Consolidated Spending page we ask that you revise it, now that you can accurately claim up to the Negotiated Indirect Rate in the Indirect Rate column for these two titles. In addition to being able to claim indirect costs in the Indirect Rate column your district can also claim up to 2% for direct administrative costs in the Direct Admin Rate column for Title III Regular School Program and Title IV-A SSAE. In order to revise your Consolidated Spending page, please click “Revise” in the Action Column of the Consolidated Spending row of your 2022-2023 Budget Narrative workbook.   • gather stories to share with summer leaders, the legislature and national partners to highlight the work and efforts in summer learning across Oregon.

Important Message: Updates to Title IV-A Use of Funds

As districts prepare for the 2022-23 school year, Title IV, Part A (Title IV-A) is an important program that is key to helping ensure students have a full academic recovery and begin the year successfully.

On June 25, 2022 President Biden signed the Bipartisan Safer Communities Act, which amends section 8526 of the Elementary and Secondary Education Act of 1965 (ESEA). The amended language adds a prohibition that no funds under the ESEA may be used for the provision to any person of a dangerous weapon, as defined in section 930(g)(2) of title 18, United States Code, or training in the use of a dangerous weapon. A dangerous weapon is defined in section 930(g)(2) as a weapon, device, instrument, material, or substance, animate or inanimate, that is used for, or is readily capable of, causing death or serious bodily injury, except that such term does not include a pocketknife with a blade of less than 2 1/2 inches in length.

Please note, the prohibition went into effect immediately on June 25, 2022, and applies to all ESEA funds, existing and future awards under all ESEA programs, including Title IV-A.

Principal and Teacher Evaluation Data Collection Reporting Requirements Resume

For the last two years, submission of data to the Principal and Teacher Data Collection was optional, due to the challenges posed by the COVID-19 pandemic. As the 2022-23 school year begins all districts are required to submit summative evaluation results for SY 2021-22, including those districts that opted for flexibility offered by ODE during the last school year.

The summative rating must reflect the educator’s performance relative to the standards for professional practice and responsibility described in the district’s four point evaluation rubric. There will be no penalty for districts with incomplete data, however all districts must report summative ratings within the Principal and Teacher Evaluation Data Collection, even if these data are incomplete.

The collection opens on September 22nd and closes October 18th. Data submitters can access the User Guide on the district secure site, and any questions should be directed to Sarah Martin.


Statewide OER Workshop - September 29, 2022

Looking to reinvigorate your practice and keep things fresh by incorporating new ideas and materials? The Oregon Open Learning team will host a statewide OER workshop on Thursday, September 29th from 4:00 - 5:30 pm. This virtual workshop will be an interactive professional learning event that will provide participants an opportunity to learn about open educational resources (OER) and the Oregon Open Learning Hub, Oregon’s K-12 repository for OER.

Community Engagement Survey Guide and Item Bank

  • To support the implementation of Aligning for Student Success: Integrated Guidance for Six ODE Initiatives several resources are being put forward with the shared goal of supporting quality community, student, family, and staff surveys that can help inform applicants’ planning and complement deeper community engagement activities this fall.

    The Community Engagement Survey Guide offers practical information on best practices for surveying community members. Within the guide, we offer information around: 

    • Outreach and rollout of surveys; 
    • How to use the accompanying survey item bank;
    • Protecting and honoring confidentially; and
    • Analysis of responses.

    The Survey Item Bank provides a comprehensive inventory of questions applicants could include in surveys for students, families, school staff, and community members that can be customizable to meet the needs of your particular community. Questions within the item bank cover multiple domains including school culture and climate, student and staff relationships, school environment, and school-sponsored activities. The item bank also provides a set of questions to help get input on spending priorities.

FCC Affordable Connectivity Program

One of the most critical challenges illuminated by the recent period of emergency remote learning has been providing access to reliable, high-speed internet and connected devices to facilitate everywhere, all-the-time learning. Here are some programs your district can take advantage of this year:

For Learners and Families: The FCC’s Affordable Connectivity Program (ACP) allows qualifying households to reduce their internet costs by up to $30/month ($75/month on Tribal lands). Getinternet.gov documents how households can sign up for ACP and find participating providers in their area. Several companies additionally committed to offer ACP-eligible families at least one high-speed plan for $30/month or less, with no additional fees and no data caps. This mean that if households apply their ACP benefit to one of these plans, they would have no out-of-pocket cost for internet.

For Schools and Districts: To help schools and districts as they assist with ACP sign-ups, the OET website was updated with FAQs and resources to facilitate communication with families about their ACP eligibility. This includes a template letter to let families know their child receives free or reduced-price school meals and therefore meets the ACP’s eligibility criteria. OET also provides a sample form that can be used to obtain families’ consent to share their child’s eligibility for free or reduced-price school meals with ACP-participating providers.
