On September 6, 2022, the FDA issued an advisory for parents and caregivers not to buy or give Mother's Touch Formula to infants under their care. The product is being marketed as an infant formula without the required pre-market notification to the FDA and it does not meet infant formula nutrient requirements for seven nutrients.
The nutrient label claims on the product label showed the product contains nutrient amounts below the minimum levels required for protein, linoleic acid, calcium, sodium, potassium, and chloride; and above the maximum level allowed for iron. Additionally, the product has not been properly tested for the presence of potentially harmful bacteria.

Thank you to our Oregon CACFP Sponsors for submitting Fiscal Year 2023 CACFP Renewal Applications! Submission of your applications is the first step of the CACFP renewal process. After submission, your assigned Child Nutrition Specialist will review your application and may reach out with questions or required revisions.
To ensure that the renewal process runs smoothly, Sponsors are encouraged to:
- Respond in a timely manner to Specialist e-mails or phone calls.
- Make requested revisions to online or offline forms. CNPweb forms must be resubmitted into Pending Approval for review.
- Submit any additional documentation or information, as requested.
If you need to make revisions to your application while you are waiting for your Specialist to review your application, send an e-mail to your Specialist and they will be able to send the application into Needs Correction status so you can complete your edits.
CACFP Renewal Applications for FY2023 must be approved by ODE CNP on or by September 30, 2022. Applications approved after this date risk delays to their site(s) start date(s) for the CACFP and may be ineligible to claim meals prior to the date of approval. This is a change from previous fiscal years. It is of the upmost importance to take prompt action regarding renewals.
One Month Enrollment Rosters (OMER) are required to be completed each year in October for Child Care Centers, Adult Day Care Centers, Outside School Hours Child Care Centers, and some Head Start sites with community slots. OMER numbers are used to determine the blended reimbursement rates for site types that require them. While OMER numbers are not needed to complete your CACFP Renewal Applications, October 2022 OMER numbers will be required when submitting October 2022 claims.
Many Sponsors start to collect necessary documents for the OMER in September each year. Here are a few tips:

Child Enrollment Forms (CEFs) are required for all enrolled participants at Child Care Centers and Head Starts. CEFs are valid from the first day of the month in which the form was signed by the parent/legal guardian through the last day of that same calendar month twelve months later.

Confidential Income Statements (CIS) must be sent out to all households along with the Letter to Household. All forms and letters can be found on the ODE CNP Confidential Income Statement page.
- Families are not required to submit completed CIS. Participants without completed CIS must be listed as 'Above Scale on the OMER.'
- School Districts may use Direct Certification lists in lieu of a completed CIS. The list must be saved to verify participant eligibility.
- CIS must be signed and dated by the Determining Official at your organization in order to be valid.
All required documents, including the OMER, CEFs and CISs can be found on the CACFP Resources page. ODE also created an OMER Quick Reference Guide with basic information on the purpose of the OMER and the steps that are required to complete it.

ODE CNP has created a series of technical assistance webinars with the goal of helping Sponsors write CACFP procedures. Topics for these webinars were chosen by Oregon CACFP Sponsors and webinars are open to all CACFP Sponsors. Each webinar will specify the targeted Sponsor type, but all are welcome.

Please join us for a virtual culinary experience with Chef Jessica. School and child nutrition professionals across Oregon are invited to an hour of inspiration on Thursday, October 27th at 2:00 PM. Watch or cook along with Jessica as she prepares easy, tasty and fun recipes that meet Child Nutrition Program guidelines while adjusting to supply chain and staffing challenges. Participants will receive recipes and lots of creative ideas for cooking with various canned foods.

Share Our Strength’s No Kid Hungry campaign seeks ten Champions who will help further the work to expand access to summer and afterschool meals through the Summer Food Service Program, NSLP Seamless Summer Option, and the CACFP At-Risk Afterschool Meals Program. We are excited to announce the request for applications for the Out-of-School Time Meals Champions 2023 Cohort (OST Champions). The OST Champions will work with No Kid Hungry for one year to share promising practices, engage in a co-learning space, and provide peer-to-peer mentorship to new meal sponsors.
We look forward to welcoming our second cohort of OST Champions, building upon the successful 2022 Cohort.
Compensation: Each Champion will receive a $2,500 stipend, and their organization will receive a $2,000 award.
