On June 30, July 6, and July 8, 2022 the USDA released multiple Nationwide waiver extensions for the Summer of 2022 due to the passage of the Keep Kids Fed Act. The waivers apply to the Summer Food Service Program (SFSP) and Seamless Summer Option (SSO). Of the nationwide waivers released, there are six related to 2022 summer meal operations that the Oregon Department of Education Child Nutrition Programs (ODE CNP) would like to highlight. Five of the waivers require sponsors to opt-in. A brief description of the six Nationwide waivers, along with a link to the 2022-2023 Oregon Waivers Form, is below. For a full list of all available waivers, and for answers to questions, please review the enclosed 2022-2023 Oregon Waiver Chart and 2022-2023 Waivers for SSO and SFSP Questions and Answers. The waivers listed below may be approved for use through September 30, 2022 or until the end of the sponsor’s summer program, whichever comes first.
- #107 - Nationwide Waiver to Extend Area Eligibility Waivers for Summer 2022 Operations – EXTENSION 5
- #109 – Nationwide Waiver to Allow Summer Food Service Program Reimbursement Rates for the Seamless Summer Option in Summer 2022
- Sponsors do not need to opt-in to this waiver. Approved SSO sponsors will receive the SFSP reimbursement rates beginning with July claims.
- #111 - Nationwide Waiver to Allow Non-Congregate Feeding for Summer 2022 Operations – EXTENSION 7
- To opt-in to and be approved to use this waiver, complete the 2022-2023 Oregon Waivers Form
- Sponsors must complete a Meal Distribution Plan, which is included in the 2022-2023 Oregon Waivers Form
- Additionally, SFSP Sites must complete and submit the following edits to the Site Information Sheet in CNPweb:
- Line 55- Select “Yes”
- Line 56- Mark “No”
- Line 57- Mark “Yes”
- Line 59- Mark “Other”
- Line 60- Enter “Non-congregate waiver due to COVID- 19”
- #112 - Nationwide Waiver to Allow Parents and Guardians to Pick Up Meals for Children for Summer 2022 Operations – EXTENSION 7
- To utilize this waiver, Sponsors must also request and be approved for the Non-Congregate Feeding Waiver
- To opt-in to and be approved to use this waiver, complete the 2022-2023 Oregon Waivers Form
- Sponsors must complete a Meal Distribution Plan, which is included in the 2022-2023 Oregon Waivers Form
- #113 - Nationwide Waiver of Meal Service Time Restrictions for Summer 2022 Operations – EXTENSION 4
- #114 - Nationwide Waiver of the Summer Sponsor Application Deadline and to Allow Reimbursement for Meals Served Prior to Notification of Approval for Summer 2022 Operations
- ODE CNP will not be accepting new SFSP sponsor applications for Summer 2022.
- Sites may be added by existing sponsors currently approved to operate SFSP/SSO
If your organization would like to utilize any of the waivers listed above, your organization must opt-in using the 2022-2023 Oregon Waivers Form. Organizations that have been approved to use any of the State Waivers related to COVID data are required to apply for the related Nationwide Waivers if they would like to use them.
If a request to utilize the Nationwide waiver is not submitted, sponsors currently approved for the State Waivers related to COVID Data for Non-Congregate Meal Service, Parent and Guardian Pick Up, and Meal Service Times in the SFSP/SSO must still adhere to tracking the CDC COVID Data.
