ACTION NEEDED: ESSA Partnership Funds

Dear Superintendent, 

Today we are sharing an important update related to federal school improvement funds– called ESSA Partnership Funds– that your district receives for the school(s) identified for Comprehensive Supports for Improvement (CSI) and/or Targeted Supports for Improvement (TSI). 

Federal Requirement to Resume Accountability Model and Identify CSI / TSI Schools

This fall (2022), all states are required to resume accountability and school improvement processes. Specifically, ODE will be required to resume accountability models to monitor how school districts and schools improve student outcomes and a system for meaningful differentiation used to identify Comprehensive Support and Improvement (CSI) and Targeted Support and Improvement (TSI) schools.

ACTION NEEDED: Please review the information below and complete this form no later than August 31, 2022. This information is essential in order for ODE staff to meet federal requirements to resume accountability and school improvement processes in the Fall of 2022. 

What does this mean for your district and those schools identified?

  • Summer 2022: ODE Staff Review Progress & Outcome Data - ODE staff will review data to exit schools from CSI / TSI supports. The information your team provides in the aforementioned form will guide that review.
  • Fall 2022: Identification of Schools for CSI / TSI Supports - Using its accountability model, ODE will identify and notify schools identified for CSI and TSI. Identification of CSI and TSI schools takes a holistic approach by looking at multiple data points called indicators. Those indicators include:  
    • Chronic Absenteeism 
    • English Language Arts (ELA)/Math Achievement  
    • ELA/Math Growth English Learner 
    • English Learner (EL) Progress towards Proficiency 
    • 9th Grade-on-Track  
    • 4-Year Graduation  
    • 5-Year Completion 

      

Background on CSI/TSI Schools & District-Level Improvement

ESSA Partnership funds are federal school improvement funds designed to strengthen district systems and provide a tiered model of support for schools identified. Schools identified in 2018 or 2019 and have been in improvement status for four years. 

  • In December 2016, ODE submitted Oregon’s Plan under the Every Student Succeeds Act (ESSA), calling on state, district, and school leaders to embark on a partnership to align and unify efforts to build, implement, and invest in systems that meet the learning needs of every pre-K through post-secondary student. The Plan emphasizes a renewed commitment for Oregonians to work together to ensure each and every student in our state has the opportunity to learn, thrive, and succeed. To accomplish this partnership, improvement efforts were designed to systematize supports at the district-level. 
  • In July 2018, an executive memo detailed Oregon’s ESSA accountability model and the process to identify schools for Comprehensive Supports for Improvement (CSI) and Targeted Supports for Improvement (TSI) along with how a tiered model of supports will be instituted through a partnership between districts and ODE.
  • In February 2022, ODE requested public comment pertaining to federal accountability and school improvement requirements. That request detailed ODE’s proposal to adjust accountability requirements to further refine how high-need schools and school districts receive additional support in accordance with the ESSA.

 

The Student Success Act and Student Investment Account (SIA) 

While much has changed since 2018, the values and commitments shared remain steadfast. Oregon’s Student Success Act (SSA) and Student Investment Account (SIA) share similar approaches to continuous improvement, specifically the emphasis on school district systems and authentic community engagement. For many school districts, the effort to implement the SIA coupled with the COVID-19 pandemic has taken priority over the process requirements for ESSA Partnership funds, or federal school improvement funding.

In Summary

  • School districts with currently identified CSI and TSI schools are required to submit a progress update for their schools. District and school leaders should reflect on and share how they have supported focal students and what the impact of those strategies have been over the past four years. This update will offer the opportunity to share local data and information that will provide ODE staff necessary insight to inform final accountability determinations. 
  • Statewide accountability data will be finalized by September, 2022. Staff at ODE will review information gleaned from the progress update survey and cross reference the submissions with final accountability data.
