2022 Summer Learning Allocations

Dear Business Managers,

We are pleased to announce that we have the allocations for the 2022 Summer Learning Grants posted on ODE’s Summer Learning webpage. On Monday, April 4, 2022 the Governor signed HB 5202 into law. This bill provides $150 million in funds for summer learning programs for 2022. Approximately $100 million was provided to ODE to be distributed as grants to school districts, public charter schools, and ESDs to provide summer enrichment programs for K-8 students and credit earning opportunities for high school students. The Summer Enrichment grant had an allocation of $66,857,330.00. The Summer Academic Support Grant for high school had an allocation of $32,857,331.00. There was a small allocation for administrative costs at ODE.

Both grants will require recipients to provide a 25% match of local funds. These funds can come from any source: state, local, or federal, so long as the source funds are permitted to be used for summer programs such as these.

We have also posted program parameter documents for both grants. These documents describe how the grants will work and the responsibilities of recipients in terms of eligible expenses and reimbursement process and reporting requirements. Please note some changes from last year:

  • There is special emphasis on providing programs and opportunities for students experiencing disabilities. We will be asking recipients to provide summative reports on those numbers.
  • We will be reallocating funds from recipients that do not apply for the grant. So if your district, or charter school or ESD does not apply, the funds will not be held for them, but instead redistributed to those that did apply.
  • We will be asking recipients to track enrollment and attendance at summer programs. This is intended to be a high level summary of participation, and not daily attendance sheets.
  • Recipients can spend funds up to October 15 and final reports and claims are due November 15.
  • Capital expenditures that are made on summer learning programs are permitted and we will have a new form for pre-approval this year.
