Response Required - ESSER Annual Data Collection Window Extended To April 22

Dear Superintendents,

This message is a notification of extension of the data collection window for ESSER to April 22.

We are elevating information that was originally shared with school business managers regarding the opening of the ESSER data collection window 10 days ago - at a time much of the state was on Spring Break. The original message, pasted below, has been updated to include the April 22 deadline.

Prior to the opening of this data collection and announcement, ODE’s School Finance Team communicated with business managers the anticipated opening of the reporting window on March 21. The team previewed the anticipated US Department of Education requirements and solicited feedback on the proposed ODE processes. ODE presented information at all of OASBO Zone Meetings, Business Manager meetings, OASBO webinars and forums with large and small districts. 

In light of the tight timeline and to be as helpful as possible for the districts, ODE has gathered and will be reporting much of the required information and is only asking districts for data we do not already have. Please coordinate internally within the district, so only one response per district is submitted to the data collection.

All of the following information can be found on the new Annual ESSER Data Collection webpage.

Background

Each year the U.S. Department of Education (USED) requires states to submit data on the expenditure of their ESSER I, II, and III funds to fulfill federal reporting requirements. In January, USED released their updated data collection requirements.

ODE will use ESSER reimbursement data and other data already submitted to ODE to complete most of the federal report. However, there is some additional data that will need to be submitted by school districts, ESDs, and state-sponsored charter schools.

We will be using online forms to collect this additional data. Please note there is a separate collection form for school districts, ESDs, and state-sponsored charter schools. Grantees are required to submit their data between March 21 and April 22 in order to remain in compliance with the requirements for ESSER funding.

Data Collection

To assist grantees in collecting the required data, a complete list of questions in each data collection can be found below. It is recommended grantees use these documents to collect the required data prior to completing the submission forms.

All data must be submitted through the submission forms by midnight on April 22.

ESSER III Integrated Planning Tools

As part of the district data collection, districts must also submit an updated ESSER III Integrated Planning Tool (IPT) that includes estimated expenses for Year 2. ODE has pre-populated an updated template for each district using the information they submitted in their original IPT. Please note districts must use the provided updated template.

Please refer to the ESSER III District Plan Guide for instructions on updating and submitting your district's IPT. You can download your district's pre-populated template *here.

*The pre-populated templates will be available at the above link no later than Wednesday, March 23.

Updated IPTs must also be submitted using the link provided in the Data Collection Form and District Plan Guide by midnight on April 22.
