CNPweb is Experiencing a Temporary Service Disruption and is Currently Unavailable

CNPweb is experiencing a temporary service disruption and will be offline and unavailable for the next few days. At this time, the Oregon Department of Education Child Nutrition Programs does not have an exact date that it will be back online, however, the department anticipates it will be unavailable through at least Monday the 31st of January. We will continue to provide updates as they become available. 

This unforeseen service disruption will affect Sponsors' ability to enter claims in CNPweb. As a reminder, the November 2021 claim deadline to submit is Monday the 31st of January. If your organization has not submitted the November claim in CNPweb, the instructions listed below will guide you through the work-a-round process. November claims must be received at the State Agency by Monday January 31, 2022 in order to be a valid, payable claim

How to Make an CACFP Claim While CNPweb is Temporarily Unavailable

Sponsors must send an email to their assigned Child Nutrition Specialist for CACFP with their claim data before or by the claiming deadline. (for November 2021 claims, the deadline is Monday January 31, 2022) The email must include specific Site Claim information for each program type and site and a verification statement.  Refer to the section below that applies to your site type.

Child Care Center/Adult Day Care/Outside School Hours Child Care/Head Starts with Community Slots:

Include all information you would provide in your Site Claim for each site - see image below. All information regularly submitted in the red boxes must be provided. This includes:

  • Center Operating and Enrollment Data (OMER numbers from October): Including the number of Free Enrollment, Reduced Enrollment, Above Scale Enrollment, and Total Enrollment
  • Number of Operating Days
  • Total Monthly Attendance
  • Meal Count Data: Including all meals that are approved to operate at the site (Breakfast, AM Snack, Lunch, PM Snack, Supper, and Evening Snack)
  • For-profit sites only:(Not shown in image below)
    • Include the number of Free/Reduced Price Eligible participants for the month
    • Include your Current Total Enrollment or Site Capacity
    • Include the statement: "This organization certifies that during this claim month at the site being claimed, 25% of the Current Enrollment or Site Capacity (whichever is less) are Title XIX Beneficiaries (Adult Care programs only) or Free/Reduced Priced Eligible Participants.
    • If your site does not meet the 25% Eligibility for For-Profit Sites this month, state the Site Name and indicate that your site does not meet eligibility in your email.

Include this statement in your email: "I certify that the information submitted is true and correct and that the claim is ready for payment. I am aware that deliberate misrepresentation or withholding of information may result in prosecution under applicable state and federal statutes. I certify that records are available to support this claim and that this claim is in accordance with the terms of the existing agreement(s)."

Once CNPweb is back online, you will be contacted with further instructions.

Afterschool At-Risk/Head Starts without Community Slots/Homeless Shelters

Include all information you would provide in your Site Claim for each site - see image below. All information regularly submitted in the red boxes must be provided. This includes:

  • Center Operating and Enrollment Data (OMER numbers from October): Including the number of Free Enrollment and Total Enrollment
  • Number of Operating Days
  • Total Monthly Attendance

Family Day Care Home Sponsors

Sponsors who have not submitted their November 2021 claims or need to submit a revision to their November 2021 claims can submit a spreadsheet with all required Provider Claim information and the following verification statement to their assigned Child Nutrition Specialist:

"I certify that the information submitted is true and correct and that the claim is ready for payment. I am aware that deliberate misrepresentation or withholding of information may result in prosecution under applicable state and federal statutes. I certify that records are available to support this claim and that this claim is in accordance with the terms of the existing agreement(s)."

Sponsors who would like a spreadsheet template can reach out to their assigned Child Nutrition Specialist. Once CNPweb is back online, you will be contacted with further instructions.


Notes:

If you claim meals in more than one program, you will be receiving program specific claiming instructions separately.

If you do not know who your assigned Child Nutrition Specialist is or your assigned Child Nutrition Specialist is not available this week, send the claim e-mail to the Community Nutrition Inbox.
