ELDT Compliance Date of February 7, 2022

Entry Level Driver Traning (ELDT) will be required by the Federal Motor Carrier Safety Administration (FMCSA) for all new class A or class B commercial driver license (CDL) applicants, or those obtaining new passenger (“P”) or school bus (“S”) endorsements.  The federal compliance date is February 7, 2022.

 

If your training location has not yet registered in the Training Provider Registry (TPR), initiate the process at the FMCSA’s website: https://tpr.fmcsa.dot.gov/  This registry will allow training locations to certify their candidates following successful completion of ELDT requirements at their training location.  The TPR will accept certification of behind the wheel (BTW) and theory portions of the required training from different training locations, but each portion must be offered in its entirety at one training location.  Theory requirements may be completed by online training providers according to federal rule; note that this is different than ODE’s Core instruction requirements, for which no online provider exists.

 

ODE’s Core curriculum may be used to satisfy parts of the ELDT theory requirements, but will not contain all topics required by the FMCSA.  You may consult this crosswalk document to review details if your operation wishes to combine the two requirements.

 

Oregon’s Driver & Motor Vehicle Services (DMV) will verify whether a CDL applicant has completed the necessary training before scheduling a test with a Third Party Examiner, or issuing a credential.  Note that the current scheduling requirements for Third Party Examiners will result in a waiting period between certifying ELDT completion and the skills test.  CSTIMS will not permit you to schedule a CDL skills test for an applicant who has not completed the required ELDT. CSTIMS will communicate with the TPR directly in order to verify ELDT completion using the applicant’s license number. If your applicant has completed ELDT as required, your experience using CSTIMS as a CDL examiner will be very similar to your current experience.
