Dear Colleagues, 

This message announces a planned change (and delay) in the timing of when all districts must develop, complete, and submit the broad strategic Continuous Improvement Plan referred to as a CIP. Districts are highly encouraged to wait for additional guidance as ODE is actively working to align the larger strategic plan submission with the submissions of a handful of other programs in the Spring of 2023. ODE is aiming to release detailed guidance on this alignment in late January or early February of 2022 to give significant planning time. Additional details follow.

Please note: This should not be confused with “CIP Budget Narratives’’ required to access Federal Programs and Title funding which remain on prior timelines and will continue to open annually in August. 

Oregon school districts submitted Continuous Improvement Plans (CIP) in December 2019, in accordance with ORS 329.095. Current rules and timelines would have seen districts update and resubmit their CIP to ODE in 2022. ODE will seek a rule change to shift the timeline of submission in support of this alignment and integration effort.

The Student Success Act Budget Bill (HB 5047) included a budget note directing “The Oregon Department of Education to explore the potential for combining grant applications, grant agreements, grant monitoring, and reporting for the School District Investment grants established in House Bill 3427 with other programs or grants administered by the agency including grants made from the High School Graduation and College and Career Readiness Fund (Ballot Measure 98), Title I grants where appropriate, and other grant programs identified by the agency.” In working to implement this note, ODE will shift the timeline for CIP submission to the Spring of 2023. This adjustment will support the alignment of engagement and planning processes with other initiatives.

Again, additional detailed guidance will be forthcoming early in 2022. What follows is a ‘’sneak peak’’ of what is being developed to support overall awareness and planning.

The new guidance being developed will set out to integrate guidance on six aligned programs and district responsibilities:

  1. High School Success (HSS)
  2. Student Investment Account (SIA)
  3. Continuous Improvement Planning (CIP)
  4. Career and Technical Education - Perkins V (CTE)
  5. Every Day Matters (EDM)
  6. Early Indicator Intervention Systems (EIIS)

The information will be presented early in 2022 to give districts, ESD’s, partner community colleges, charter schools, and community partners the proactive time needed to prepare and digest this effort to operationally align these state and federal programs. The basic sequencing is presented below (with some potential to change as guidance is finalized). The headline being that long-desired alignment is coming and we hope districts and regions can find some relief in knowing that these will come together and that a first step is to delay your overall CIP plan to fall within this alignment and integration effort. This alignment will also support even more meaningful engagement of focal student groups, community, business and industry partners, and the educational workforce. 

Planned Sequence

  • Spring 2022: Learn & Prepare - digest guidance that offers a preview of the integrated application required a year later, budget template, and overall planning processes including community engagement.
  • Fall 2022: Engage & Assess - Engage community, business and industry, focal student groups, partners, tribes, and educators while assessing needs.
  • Fall/Winter 2022: Review input, apply equity lens, consult Quality Education Model (QEM) best practices; use relevant Oregon Integrated Systems (ORIS) tools to workshop and develop plans, budget, and application - include outcomes, strategies, activities, and growth targets (optional and required).
  • Jan-Feb 2023: Finalize Budget, Plan, and Integrated Application; post to community for comment, present and have board approve prior to submission.
  • March 2023: Integrated Application Window open for one month.
  • April-June 2023: ODE conducts a review process paying attention to unique needs of each of the six aligned programs.
  • July 2023: Grant agreements advanced for all relevant programs and implementation begins.
