ODE USDA Foods Preference Survey
School Year 2022-23 Coming Soon!
This is your chance to have a say on what USDA Direct Delivery foods are offered for school year 2022-23!
The survey will be open Oct. 21st - Nov. 5th. All WBSCM contacts will be e-mailed the survey link. One contact from each agency should complete the survey; do not submit multiple surveys.
The top items will be automatically added to the USDA Foods available list that will be available to order in the WBSCM catalog Feb. - March 2022. More details on the SY 2022-23 ordering period will be issued in a mid-late December memo.

WBSCM vs Gold Star Inventory Release System Reporting
WBSCM
This is the USDA Foods ordering system and it tracks status of all USDA Foods and entitlement. Entry into WBSCM after the order period each year is not necessary, however there are two useful reports in WBSCM.
Entitlement Detail Report: This report gives you a complete listing of all foods you ordered for the school year and the current cost of those items. It will continue to update pricing as loads are purchased and re-calculate entitlement.
Requisition Status Report: This report details the status of all your USDA Foods. It will tell you whether the item is out for bid, purchased, cancelled, or received.
Instructions to run both reports are posted on our website by clicking on ‘WBSCM system resources’ under ‘USDA Foods ordering resources’, ‘WBSCM Order Training’.
If you are signed up as an order manager in WBSCM admin, the system will also e-mail you regular status updates. The most important to watch for is ‘order received’, meaning your food has arrived to the state contracted warehouse (Gold Star Northwest).

Gold Star Northwest
Gold Star Order/Inventory release system interfaces with WBSCM and reflects inventory as it is received into the warehouse. The reports within Gold Star mirror WBSCM.
USDA Live Inventory: This report shows all total current USDA Foods inventory received and on hand (available to place on order) and total remaining quantities yet to be received.
USDA on Request: This report details all future inventory yet to be received by USDA sales order/date. This is similar to the requisition status report in WBSCM.

ODE/Culinary Institute of Child Nutrition Webinar
On Sept. 29th ODE held a training titled “Leveraging USDA Foods When Facing an Unreliable Supply Chain”. It was a great success! Some of the recipes featured during the webinar can be found on the ODE USDA Foods best practices web page by clicking on the blue recipe box. All recipes feature USDA Foods that have arrived in the state warehouse

Diversion/Processing Updates

Processor renewal notification
for SY2022-23
|
All processors who have informed ODE they wish to process in Oregon will receive the processor renewal notification 11/1/21. It will detail actions required for new and existing processors. We will also publish it to our processing webpage at that time.
If new potential processors reach out to you, please refer them to ODE.Fooddistribution@state.or.us for more information. All documents required must be submitted by 1/11/2022. Processors who submit information after this date will not be allowed to process in Oregon.
WBSCM Ordering
Diversion/Processing orders are completed in WBSCM at the same time as all other orders. These orders must be entered along with the direct delivery orders between February and March 2022. More information will be published in the ordering memo in December 2021.

DoD Fresh Updates
Receipting and Crediting
Have you ever seen this red warning displayed in FFAVORS?
“You have receipts that are due now” is more than a reminder, it means no one has met the program requirement of editing the receipts within 7 days of the Requested Delivery Date (RDD). What if you are not available to edit the receipts? Did you know ‘Anyone can receipt’? Anyone who knows what was received can log in and enter the delivery receipts. So, it is easy to delegate this important USDA DoD requirement and receipt on time. Being late also means you can no longer request credit or replacement if ever you received damaged or poor-quality DoD Fresh produce. Remember, if you wait too long to edit your receipts and have bad products to reject, you will miss the deadline for credit which is 7 calendar days and for requesting product replacement within 48 hours of delivery. Produce Updates
United announced a new crop of tangerines will be added to the DoD catalog, and although the fruits may not look good or be cosmetically perfect, the fruit itself is still tasty and nutritional.
Also, it is the season for lettuce products to transition out from Salinas to Yuma and finished salad mix packs may show some weakened texture, discoloration, signs of oxidation and shorter shelf life despite being already heavily trimmed products (especially iceberg and romaine).
For best quality in fresh produce, managing tighter inventories and maintaining a consistent cold chain will preserve shelf-life performance.
