Re:       Deadlines Extended for ESSER III District Plan and Safe Return to
             In-Person Learning and Continuity of Services Plan 

 

On July 22, 2021, ODE provided key information and tools for districts to submit:

  1. An ESSER III District Plan; and
  2. A Safe Return to In-Person Instruction & Continuity of Services Plan.

The plans are designed for districts to meet requirements set forth by the U.S. Department of Education (USED) under the American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER III) fund. The ESSER III process, including the plan development, is guided by the following values:

  • Equity - Bring students at the margins to the center
  • Adaptability - Making the most of available resources to support students 
  • Efficiency - A plan that draws from work already done

The original due date for both plans was Monday, August 23, 2021. The due dates have been extended to allow districts more time. 

  • The due date for the Safe Return to In-Person Instruction & Continuity of Services Plan is extended to Friday, August 27, 2021.  
  • The due date for the ESSER III District Plan is extended to Wednesday, October 20, 2021.


Safe Return to In-Person Instruction & Continuity of Services Plan (deadline extended to August 27, 2021)

Steps for Completing the Safe Return to In-Person and Continuity of Services Plan:

  1. Access the Smartsheet Form.  
  2. Review the Continuity of Services Instructions as an accompanying resource to aid in the completion of the plan. 
  3. Download the Continuity of Services Plan Template (updated on Friday, August 2, 2021).
  4. Complete the Smartsheet Form: Safe Return to In-Person Instruction and Continuity of Services Plan. Include a  link to where your district’s Safe Return to In-Person Instruction and Continuity of Services Plan is publicly available. 

A few reminders about the Safe Return to In-Person Learning and Continuity of Services Plan:

  • Replaces the required Ready Schools, Safe Learners Operational Blueprint under Executive Order 21-06;
  • Fulfills the requirements of American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER III) State Plan; 
  • Fulfills the requirements of the Oregon State Board of Education requirement (OAR 581-022-0105); and
  • Should be informed by the Ready Schools, Safe Learners Resiliency Framework for the 2021-22 School Year.

Steps for Completing the ESSER III District Plan:

  1. Access the Smartsheet Form.  
  2. Review the ESSER III District Plan Guide as an accompanying resource to aid in the completion of the plan.
  3. Complete each Section of the Smartsheet:
  • Section 1: District Use of ESSER III Funds to Address Unfinished Learning
  • Section 2: District Community Engagement to Inform the Use of ESSER III Funds
  • Section 3: ESSER III Integrated Planning Tool 
  • Section 4: This section has moved
  • Section 5: Document uploads

A few reminders about the ESSER III District Plan:

  • It should be completed and submitted by school districts. Districts must include all public schools within the district boundaries that the district operates or sponsors, including district-sponsored charter schools, as part of their plan. 
  • USED outlines several requirements to plan for the use of funds, including community engagement. Through the SIA process, districts have already met many of those planning requirements. Districts are encouraged to also use learning from other engagements, such as RSSL or strategic planning. Additional information is requested about Migrant students and incarcerated youth engagement as they were not formally part of the SIA process.
  • We expect ESSER III District Plans to be updated and evolve over time. ODE recognizes districts are in various stages of planning, many federal guidelines (e.g., data collection requirements) have not yet been released, and the funds extend until September 2024.
