School Bus Clarification in the
Ready Schools, Safe Learners Resiliency Framework

The Ready Schools, Safe Learners Resiliency Framework for School Year 2021-22 has been updated to reflect the current federal requirement related to face coverings and public transportation.

The CDC order for mandatory use of face coverings on public transit applies to school buses until lifted by the federal government, and cannot be waived by state or local authorities.  The text of the federal order and the CDC guidance is available on the CDC website. 

In addition, the CDC has provided clarity through the following FAQ

  • Q: Are masks required on school buses?
  • A: Yes, passengers and drivers must wear a mask on school buses, including on buses operated by public and private school systems, subject to the exclusions and exemptions in CDC’s Order. Operators of school buses should refer to the U.S. Department of Education’s COVID-19 Handbook for additional guidance. A driver does not need to wear a mask if they are the only person on the bus.


Please note:
 The CDC has just released updated guidance for schools. ODE is reviewing this guidance and will make modifications to the RSSL Resiliency Framework as needed for the planned July 22 update.
