2021 TAP Grant Application Period

The Office of School Facilities is happy to announce that $2 million to $2.5 million is available for Technical Assistance Program (TAP) grants in 2021. The TAP grant application period opens on January 15, 2021, and closes at 5:00 pm on Monday, February 15, 2021. TAP grant recipients will be announced no later than March 15, 2021. The TAP grants provide districts with funds to assess and review their facilities. The four TAP grants currently available are:

The TAP application process has the following requirements:

  • Only school districts are eligible for these grants at this time. Check out the Eligibility Tracker to see which grants your district can apply to this year.
  • A district must apply for each grant using that grant’s one-page application. A district must submit a separate one-page application for each type of grant.
  • A district that has received a specific TAP grant is ineligible to reapply for that TAP grant for four years from receipt of the grant.
  • All grant applications are available on the Technical Assistance Program’s webpage.
  • For additional information, please see the FAQs for the Technical Assistance Program.
  • If a district receives a TAP grant, the district will need to sign a grant agreement by June 1, 2021.
  • Districts that receive a 2021 grant must complete all work by December 31, 2022.

Each TAP grant is designed to help districts address specific issues. The Facility Assessment Grant is to assess current buildings for the district and identify deferred maintenance present at district facilities. The Long-Range Facility Planning Grant helps a district determine how its facilities will provide space and appropriate learning environments for the district’s population and educational needs over the next 10 years. The Seismic Assessment Grant will help districts get the assessment necessary to apply for a Seismic Rehabilitation Grant Program to retrofit their facilities to better withstand earthquakes. Finally, the Environmental Hazard Assessment Grant will cover the costs of radon testing, helping districts meet the requirement to test for radon in all school buildings per Oregon Revised Statute.

Please note that pre-award costs are eligible for reimbursement under the TAP grants which will cover expenses for work started within 6 months before the application period, so for 2021 TAP grants, this is work started after July 1, 2020.
