ANNOUNCEMENT: Extension of Waiver Provisions for Pupil Transportation Credentials

On Thursday, October 15, 2020, The State Board of Education reviewed and approved modifications to existing Oregon Administrative Rules, published as OAR 581-053-0012 (Waiver) extending certain provisions for Pupil Transportation credentials.  This allows the Pupil Transportation & Fingerprinting Unit to:

  • issue limited duration certificates expiring January 31, 2021 to renewing drivers that have not accumulated the full approved training hours required for certification,
  • allow certificate permits for new drivers to be valid through January 31, 2021,
  • issue limited duration certificates to drivers with expired driver licenses whose driving and criminal records contain no disqualifying convictions, in alignment with provisions of enrolled Senate Bill 1601.

For school bus driver applications, if the applicant does not meet the current rule's requirements, leave the signature line in section 4 (form 581-2278b-M) unsigned, but include a comment about a lack of approved training hours due to COVID-19-related complications.

 

School transportation operations are encouraged to evaluate and plan for opportunities for their staff to accumulate approved training hours in ways that provide for sufficient physical distancing of participants and adherence to current group size limitations.  Consider use of available school district facilities such as auditoriums or other large rooms, and make use of the variety of approved training courses authorized by Oregon Department of Education.  Core & Core Refresher classes are mandated on regular intervals; Advance, Transporting Students With Special Needs, or any training for which a valid approval letter has been issued provide opportunities to broaden the scope of approved training programs.
