October Update – Plans and Budgets to support CSI / TSI schools

The purpose of this update is to share information about Funding for School Improvement (1003a Funds) including key points about allocations and spending.  

Key Points

  • SY 2018-19 (Year 1) allocations expired September 30, 2020. Districts have until November 14, 2020 to submit claims against allocations for these grants. In EGMS these grants are called:
    • ESSA D & SI – PPD Engagement Grant
    • ESSA D & SI – OIIPD Engagement Grant
  • SY 2019-20 (Year 2) allocations have been extended to September 30, 2021. In EGMS these grants are called:
    • ESSA Partnerships 19-20
  • SY 2020-21 (Year 3) allocations are finalized, and represent an 8% reduction in Year 2 allocation amounts. These grants will expire September 30, 2022. In EGMS, these grants are called:
    • ESSA Partnerships 20-21

Update

We are aware that circumstances have created a need to adjust plans and budgets to reflect the current needs of schools and communities; in particular, leveraging these funds for distance learning and social emotional supports. Here is a link to a revised budget tool to help streamline planning, budgeting and reimbursement processes.

The tool provided has pre-loaded district allocations and functions to detail strategies and spending plans for both Year 2 and the new Year 3 allocations.  Year 3 (2020-21 ESSA Partnership) Grants should appear in EGMS soon.  Utilize the drop down menu in the district cell to see the allocations which will then appear in column headings on the Expenditures tab.  The Claims tab of the tool provides for districts to communicate with ODE details about their claims for reimbursement.

 

Reminder Regarding Claims

Lastly, we are requesting that claims associated with these funds contain additional information pertaining to the expenditures and alignment to approved plans and budgets. To expedite the approval of claims, we have developed a form to submit documentation pertaining to these grants. Claims will still need to be submitted through EGMS, but the form will replace the need to email ODE staff with supporting documentation.

The final tab of the tool provides for districts to communicate with ODE details about each Claims.   We will fully transition to the REQUIRED use of the TOOL and FORM for all communications regarding ESSA Partnership grant claims beginning November 14, 2020
