Early Indicator and Intervention Systems

Purpose of this Message:
ODE is now able to advance the Early Indicator and Intervention Systems (EIIS) funded by the Student Success Act, referred to as an “Early Warning System for High School Graduation” in Section 46. 

The following information outlines the program, allocations, eligible use, and ODE processes and timeline to administer.

Summary of the Investment:
$1.75 million in grant-in-aid to school districts, including public charter schools, is invested in systems that enable school districts, students, families, educators, school counselors and CBOs to take necessary corrective actions to assist students in graduating. The amount of each grant award must equal the school district’s ADM x  $3.00. In addition to these resources approximately $800K will be used for technical assistance and professional learning as research suggests this is critical to successful use of Early Indicator and Interventions Systems. 

Allocation Amounts:
This PDF provides the funding allocations for each public school district. School districts receive funding that represents the entire ADM for the district, including ADM for charter schools they sponsor or State Board-sponsored charter schools located in their district. Districts should coordinate with their district-sponsored or the State Board-sponsored charter schools located in their district to support access to these funds or the early indicator and intervention systems established by the district with these funds.

Eligible Purposes/Expenditures:
As set out in OAR 581-017-0663, an Early Indicator and Intervention System may include:

(a) System software purchases and subscriptions;

(b) Staffing to maintain the system and facilitate corrective action;

(c) Training for staff to maintain and use the system with fidelity;

(d) Data analysis and research;

(e) Tribal government consultation; and

(f) Student, family, staff, and community engagement

Accessing Grant Funding:
Next week ODE will release an “intent to utilize” form which will allow districts to signal they wish to receive their allocation AND if they wish to coordinate their funding allocation through an ESD or a Lead District that will act as a fiscal agent for a consortia of districts, as allowed by rule.

This investment won’t require an application or plan approval from ODE. Instead, ODE will use the intent to utilize information to execute a grant agreement that outlines eligible uses. As part of the agreement, districts will be required to provide a report that identifies how the resources were specifically used in accordance to the eligible uses. This will be completed upon making the final claim of grant funds. Districts will be able to claim eligible expenditures back to July 1, 2020. 

Estimated Timeline/Due Dates:

  • Thursday 10/8: ODE releases intent to utilize form
  • Thursday 10/22: Intent to Return form submission deadline
  • Mid-November: ODE sends out grant agreements for execution
