SIA Update

To follow-up on last week’s message, the SIA Team would like to share a few updates since learning the outcome of the second special session related to SIA allocations, allowable use areas, and submitting amendments to original SIA plans. 

Updated SIA Allocation Amounts

The updated SIA allocations for each applicant is based on the funding level of $150M for the 2020-21 school year. The SIA distribution formula is based on laws identified under section 13 of HB 3427 and rules adopted by the State Board of Education under OAR 581-014-0004.

Focus on Meeting Students’ Mental and Behavioral Health Needs

In order to provide the most flexibility to allow schools to meet student and community needs and in recognizing ways that different funding streams might be used to meet the Legislature’s encouragement to prioritize their SIA funding to meet students’ mental and behavioral health needs, ODE is not formally narrowing the allowable use areas for the SIA. 

Plan Amendments for the 2020-21 School Year

The process for submitting amendments to original SIA plans and budgets is still pending State Board of Education approval. Our Team is actively working to create a process that is as streamlined and straightforward as possible, recognizing you are juggling many priorities right now. 

  • For applicants who have met the requirements and who do not plan to make plan and/or budget amendments, you do not need to submit any additional information and will be moved into the grant agreement process. 
  • For applicants who have met the requirements and who plan to make plan and/or budget amendments, you must submit an updated plan and budget in the format and on the timeline prescribed by ODE. The plan and/or budget amendments must be made available for public comment and be approved by the local school board. Once reviewed and approved by the department, the applicant will be moved into the grant agreement process. 
  • For applicants who have not yet met the requirements and who do not plan to make plan or budget amendments, you must submit required changes to meet application requirements. Once reviewed and approved the applicant will be moved into the grant agreement process. 
  • For applicants who have not yet met the requirements and who plan to make plan and/or budget amendments, you must submit required changes to comply with all requirements as well as submit an updated plan and budget in the format and on the timeline prescribed by ODE. The plan and/or budget amendments must be made available for public comment and be approved by the local school board. Once reviewed and approved the applicant will be moved into the grant agreement process. 
  • For any applicant who still has a partially submitted application, all original requirements must be submitted, reviewed, and approved.
