Amended Guidance on 2020 Graduation and Moving Up Ceremonies

We understand that there has been some confusion about permissible group size and the required physical distancing for graduation and moving up ceremonies as directed in the Governor’s Executive Order 20-07 and within the Guidance on 2020 Graduation and Moving Up Ceremonies

The Oregon Department of Education and the Oregon Health Authority would like to clarify the guidance and reiterate the specific guideline for graduation gathering size. Executive Order 20-07 prohibits gatherings of 25 people or more (a maximum of 24 persons) throughout Oregon. The Oregon Health Authority and the Oregon Department of Education recommend maintaining a physical distance of at least 6 feet between individuals.

For graduation and moving up ceremonies, school districts should plan gatherings of no more than 24 persons if in-person ceremonies are being considered. In addition, 6 feet between those individuals (maximum of 24 individuals allowed) should be maintained at all times during the celebrations.

We apologize for any confusion caused by lack of clarity in the guidance and are grateful to schools and districts that brought the issue to our attention. An amended version of the Guidance on 2020 Graduation and Moving Up Ceremonies is available on our COVID-19 webpage under "School Leaders."

Please contact Patricia Stoneroad at the Oregon Department of Education with any questions about this guidance.
