Background

The Every Student Succeeds Act (ESSA) requires states to develop systems to meaningfully differentiate schools in need of additional support and earmarks Title I resources to fund improvement activities.

These funds are provided for finite periods of time, making efficient and effective use of funds challenging in some instances. The US Department of Education permits states to apply for waivers extending the use of these funds.

The current allocation of resources* for school improvement are set to expire on September 30, 2020. Most school districts and schools eligible for these funds received these resources later than anticipated and are working to implement meaningful plans to improve outcomes for Oregon’s students.

The Oregon Department of Education is exploring the request for a waiver from the US Department of Education to extend the use of Fiscal Year 2018 funds for an additional year, extending availability through September 2021.

Timeline Reminder

Additionally, we are writing to remind you of the expiration date for the use of 1003a funds to support CSI / TSI schools. As of now, all currently allocated funds carry an expiration date of September 30, 2020. As stated above, the department is seeking a waiver to extend the most recent allocation and we will provide updates as soon as possible.

Update Regarding Claims

Lastly, we are requesting that claims associated with these funds contain additional information pertaining to the expenditures and alignment to approved plans and budgets. To expedite the approval of claims, please include a brief note to your ODE point person describing the activities and alignment to approved plans when submitting claims through EGMS. These grants are called:

  • ESSA D & SI – PPD Engagement Grant    or
  • ESSA D & SI – OIIPD Engagement Grant    or
  • ESSA Partnerships 19-20*
