We are writing to inform you of the passage of Senate Bill (SB) 300 during this last legislative session ending on June 30, 2025. This bill introduced a change in the requirements that is crucial for all private security entities operating within Oregon. We recognize the unfortunate timing of the passage in relation to the entity licensing renewal period; however, the timeline was out of our control, and we had hoped it would be ideally timelier. Moving forward, please note that this law is now in effect. Oregon Administrative Rules updates will follow once proposed, public comment is opened, and final approval by the Board on Public Safety Standards and Training.
Key Points of Senate Bill 300:
- Revised Definitions: The bill modifies the definitions of "private security entity" to ensure clarity and compliance with updated regulations.
-
Compliance Requirements: All private security entities must review and adjust their operations to comply with the new definitions and requirements in the bill.
We strongly recommend you review the full text of Senate Bill 300 to understand the implications and ensure compliance with the new regulations. Those entities that continue to apply for a license will have their applications processed to obtain licensure. The bill is available for review on the Oregon Legislative Information System website: https://olis.oregonlegislature.gov/liz/2025R1/Measures/Analysis/SB300
The change in the law does not eliminate consequences for those who were required to be licensed under HB2527 from January 1, 2024, until the passage of SB 300.
