Fee increases effective February 1, 2025

Fee Increases for the Private Security Entity, Private Security Provider, and Private Investigator Certification and Licensure Programs

The DPSST Private Professional Certification and Licensure Program provides the administration and compliance for three fee-based regulatory programs - Private Security Entity Licensure, Private Security Provider Certification and Licensure, and Private Investigator Licensure.

The fee increases below are currently projected to provide adequate revenue to maintain operation of current service levels through the remainder of the 2023-2025 biennium and the majority of the 2025-2027 biennium.

What you need to know:

  • All forms will be updated to include the new fee structure and will be posted to our website for use soon.
  • The programs will continue to accept the current fees until February 1, 2025, when you must provide the increased amount.
  • There was an overall increase averaging about 20%; however, a few certifications increased more due to costs unique to the certificate or license, which is explained further in this document.
  • There is no longer an option for managers and professionals to bundle certificates.
  • There is a new fee for the reinstatement of an armed certification that has been suspended due to failure to maintain armed training.
  • A cost analysis was completed for the handgun instructor development course and the private security firearms instructor development course; this resulted in increased range fees.
  • The fee for an entity license increased after a reassessment of the number of entities that would require licensure.

The Armed Private Security Professional Certification has a higher increase due to the impacts of additional workload for tracking and ensuring compliance with the annual firearms qualification and training requirement.

The Armed Upgrade Fee has a higher increase due to the impacts of additional workload for tracking and ensuring compliance with the annual firearms qualification and training requirements. The change from an Unarmed Professional to an Armed Professional also requires additional review of the applicant’s criminal history for disqualifiers specific to the Armed Professional Certification.

The Private Security Firearms Instructor Certification has a higher increase due to the impacts of additional workload for tracking and ensuring compliance with annual firearms qualification requirements, the certified instructor audits, and compliance.

The DPSST Range Fee for the Private Security Firearms Instructor Course has increased. Previously this fee only covered the ammunition cost, not the necessary cost to cover the use of the DPSST Academy Training Firearms Range and Firearms Instructors. The DPSST Range Fee does include the cost of the ammunition that DPSST supplies for the course.

A new fee has been added to reinstate an Armed Private Security Professional Certification or Private Security Firearms Instructor Certification after an Emergency Suspension. The increase addresses the costs related to issuing notices for Emergency Suspension and Reinstatement Orders and the postage for certified delivery of the notices.

The Unarmed Instructor Certification has a higher increase due to the impact of the length and delivery of the Unarmed Instructor Development Course, the certified instructor audits, and compliance.

There will no longer be the opportunity to apply for more than one certification or license without paying the application fee. The exception will be the Armed/Unarmed Certification, in which the applicant is applying for the Armed Professional Certification, and by DPSST administrative process, an Unarmed Professional Certification is issued jointly.

Background:

In fee-based programs, the collected fees pay the Department’s costs to administer the program. These fee-based regulatory programs do not receive any other funding from the State (such as General Funds, Lottery Funds, Federal Funds, or Other Funds). Personnel services, which include employee salary and benefits, make up more than 90% of the administrative costs. Other administrative costs include supplies, travel, technology services, rent, and legal services.

Fees are calculated based on the estimated number of applicants for each certification and license type, the programmatic costs for issuing certifications and licenses, and ensuring compliance with the certification and licensing requirements in the Oregon Revised Statute (ORS) and Oregon Administrative Rule (OAR).

The Department is facing a revenue shortfall for the remainder of the 2023-2025 biennium across all three of the Private Professional Certification and Licensing Programs. A significant increase in the costs for personnel services has impacted all three programs. The costs for personnel services will continue to impact on the 2025-2027 biennium budget. Each of the three programs has additional budget considerations in addition to personnel services.
