Instructor: Todd Fletcher retired as a full-time police officer in Central Oregon. He has over 30+ years of law enforcement experience. Todd is a defensive tactics, Taser, collapsible baton, pepper spray, Use of Force, and Firearms Instructor. He is also an AR-15/M-16/M-4, Glock, SIG Sauer P320 Pistol armorer, and Smith & Wesson M&P Pistol armorer. Todd has written numerous firearm training, building search training, active shooter training, and product review articles for magazines and professional publications including Police & Security News, American Police Beat (APB) magazine as well as ILEETA, NLEFIA, and IALEFI journals. He is an expert contributor and regular writer for Police1. Todd was awarded the 2022 ILEETA Trainer-of-the-Year annual award which recognizes a trainer who has gone above and beyond to promote the cause of training and enhance the competence and confidence of law enforcement officers.

Overview: The Combative Firearms Training, LLC Patrol Rifle Instructor Certification Course is designed to train and certify law enforcement, military, and licensed security personnel who are assigned as law enforcement patrol rifle instructors. The curriculum is designed to prepare instructors to develop and conduct safe and effective patrol rifle training. The result is a challenging patrol rifle instructor training program.
This program exposes students to a variety of techniques, tactics, teaching methodologies, and technical knowledge to develop the instructor skills required to effectively perform their role as a patrol rifle instructor. This class provides the hands-on training needed to effectively teach officers proper safety protocols, maintenance, and how to apply marksmanship to prevail in lethal encounters.
Students are taught the duties and responsibilities of law enforcement firearms instructors, classroom instructional methods, instructional leadership, how to effectively teach firearm operator skills, and how to develop dynamic and practical range training relevant to their agency's needs. Drills on the range enforce skills in the areas of coaching, range procedures, range commands, range safety, range culture, accurate shot placement, multiple threats, decision-making, shooting while moving, identifying threats, reduced light environments, use of cover, malfunction clearing, firing from unconventional positions, and use of verbal commands. Most importantly, students will learn how to effectively diagnose and coach shooters.
During this course, students will participate in course presentations, develop and teach classroom and range exercises, and coach other shooters in a one-on-one environment while being mentored by experienced instructors from Combative Firearms Training, LLC.
Students should have completed a general instructor development course prior to this course, but this is not mandatory. Acceptable programs include successful completion of a general topic instructor development program, certification as an instructor by a reputable law enforcement training organization, or a degree in education. To successfully complete this course, students must demonstrate effective teaching, shooting proficiency, and pass a written examination. Students will be required to pass the Combative Firearms Training, LLC Patrol Rifle Qualification Course with a 90% score on the first day of class.

Attire: Appropriate firearm training attire including eye and ear protection and a billed cap will be required for all students, instructors, and spectators; handgun holster; handgun; patrol rifle with sling; minimum of three (3) patrol rifle magazines; minimum of 1200 rounds of patrol rifle ammunition; minimum of 150 rounds of handgun ammunition; handheld flashlights; notetaking supplies; body armor is required by the host agency.
