NOTICE OF PROPOSED RULEMAKING
DPSST filed a Notice of Proposed Rulemaking. You are invited to review and submit written comments on the proposed rule changes.

RULE OVERVIEW: House Bill 2527 (2021 Legislative Session) establishes a licensing requirement for entities that employ private security providers and provide private security services. Beginning January 1, 2024, private security entities must obtain a license from the Department of Public Safety Standards and Training (DPSST) to operate as a private security entity. These rules implement the licensing requirements found in Oregon Revised Statutes (ORS) 181A.900 to 181A.918 and establish processes for the DPSST Private Security Entity Licensing Program.
DPSST will provide temporary rules in November 2023 and begin accepting applications for the Private Security Entity License. Permanent rules will be adopted in 2024.
