The Department of Public Safety Standards and Training (DPSST) filed a Temporary Rule.

APPLIES TO: All private security providers and private security businesses.

CAPTION: Correcting the fees for the Private Security Certification and Licensure Program.

AMENDING: OAR 259-060-0500


EFFECTIVE: March 10, 2022 to September 5, 2022


OVERVIEW: In 2021, DPSST completed the rulemaking processes to increase the fees for private security provider certifications and licenses effective January 1, 2022. On December 27, 2021, DPSST notified private security providers that the fee increases would be postponed until the end of the 2022 Legislative Session so that the fee increases could be ratified by the Legislature. The DPSST Private Security Certification and Licensure Program fee increases were not reviewed during the 2022 Legislative Session. This means the fee increases are automatically rescinded.

This temporary rule changes the fees provided in OAR 259-060-0500 back to the fees in effect before the permanent rule change that was effective January 1, 2022. Again, DPSST did not collect the fee increases and continues to use the fees in effect before January 1, 2022. In the next few weeks DPSST will submit a new proposed rule change for the Private Security Certification and Licensure Program fee increases.
