Reminder - Public Safety Training Delivery during the COVID-19 Pandemic: As we continue ramping up our training operations, legitimate concerns have been raised about the safety of the students and staff involved in training delivery during the COVID pandemic, specifically in light of the conflicting direction coming from the Governor’s Office and DPSST Leadership.

To help alleviate the conflict, we’ve reached out to the Governor’s Office and asked for recognition of the importance of law enforcement, public safety and first responder training, and an understanding that the delivery of meaningful, effective training in our venues and classrooms will at times require students and training staff violate the Governor’s Executive Orders relating to social distancing and group size. The Governor’s Office provided written verification of that understanding and support of what we are doing and how we are doing it.

As we look towards July and our tentative plan to have upwards of 140 Basic students on campus at once, our training schedules and venue use should start to return to our pre-COVID normal, with additional sanitation measures and PPE in place when appropriate.

Again, we know and have made the Governor’s Office aware that we are restarting our training operations understanding that we cannot completely eliminate the risks of contracting or spreading COVID-19 while engaged in public safety training. We will continue to do our best to mitigate risks whenever possible, and will be prepared to address student or staff illnesses (COVID or otherwise) as swiftly and as safely as possible. All of our Basic/Leadership students and DPSST staff are being directly and purposefully asked to assume basic responsibility of their own personal health and safety. Any student, student employer or staff member unwilling to risk exposure to COVID, or any other illness or injury at any time while on the OPSA campus is expected to immediately report their concerns and cease engagement in all training-related activities.

Police Policy Committee Meeting: As a reminder, the Police Policy Committee meeting is scheduled for tomorrow (6/18) at 10:00 am.

The Board and its Policy Committees are responsible for the establishment and enforcement of the certification and training standards that govern all of Oregon’s public and private safety providers, to include the enforcement of law enforcement moral fitness standards.

This meeting, along with all other Board and Policy Committee meetings, will be livestreamed via the DPSST Facebook page. Interested parties are welcome to view the meeting: https://www.facebook.com/DPSSTOregon/

Oregon National Guard Wildland Firefighter Training: DPSST is preparing to host and train nearly 500 members of the Oregon Army and Air National Guard on fighting wildfires so they are ready for deployment across the state if and when they are needed during the 2020 fire season. Training plans remain tentative, but they are expected on campus in July. This training will not interfere with the delivery of DPSST Basic and Leadership Courses.

Scheduling of DPSST Venues: The establishment of the mandated course schedule has allowed DPSST to begin evaluating requests to use DPSST training venues from outside public safety partners.

Please keep in mind when making a request that campus space remains limited. (For example, to accommodate social distancing, both sides of the Hall of Heroes will be occupied by Basic classes. As such, that venue will not be available for the foreseeable future.) Still we will review each request and make case-by-case determinations about whether we can accommodate.

DPSST Website Update: DPSST has updated its web page to a format we hope will make finding information easier for our public safety constituents and members of the public. The link to our main page (Oregon.gov/dpsst) has not changes; however any bookmarks, etc. will need to be updated.

Of note, academy enrollments, class schedules and graduations dates are accessible on the Basic/Leadership Training & Scheduling page.  Regional/Advanced Training opportunities have been moved into a searchable list format, to allow users to sort by training category or search for a specific topic.
