Contractor selected for Salt Creek Half Viaduct project

 

OAKRIDGE—A contractor has been selected for the Salt Creek Half Viaduct Phase 2 project at the Salt Creek Tunnel on OR 58 (Willamette Highway) at milepost 56.

This project will complete an earlier project, originally designed to lower the tunnel floor, repair the tunnel liner, and rebuild four half viaducts. The original project was partially completed in 2012 and 2013.

Farline Bridge, Incorporated, an experienced Stayton, Oregon bridge building firm, had the winning bid of $7.98 million in a Best Value contracting process.

The Best Value contracting process assigns weight to price as well as specified non-price factors that are important to the success of the project, such as schedule, qualifications and technical approach.

 

Construction activity to begin March 9

 

The contractor will begin installing project signs and mobilizing equipment beginning the week of March 9, 2015.

 

Soon after, core drilling on the highway and construction of temporary widening will create intermittent single lane closures and delays of no more than twenty minutes.

 

As soon as weather allows, the contractor will place concrete barrier to isolate the construction area from traffic, and begin excavation at both ends of the tunnel.

 

From that time until the end of the construction season in late fall, the roadway will be reduced to a single lane with traffic controlled by pilot cars and delays of no more than twenty minutes, seven-days-per-week.

 

The contractor is allowed no more than twenty nighttime complete closures during construction. The closures can occur only Monday through Thursday, between 8 p.m. until 6 a.m.

 

The public will be given at least one week’s notice prior to any nighttime complete closure.

 

There will be no 24-hour complete closures.

 

Project details

The half viaducts were constructed in 1939 and are in need of rebuilding. The half viaducts have exposed reinforcement bar, severe cracks in concrete and are currently braced and supported by temporary timber bracing that ODOT maintenance put in place in 2008. Without rebuilding, traffic restrictions would result, creating significant economic impacts.

The OR 58: Salt Creek Half Viaducts Phase 2 project will include construction of the following items:

  • Construct two new half viaducts (One east and one west of the tunnel)
  • Construct new bridge rail
  • Construct a new retaining wall (Newly added item)
  • Modify historic electrical building  (Newly added item)
  • Complete installation of a variable message board, weather station, and other Intelligent Transportation System items
  • Construct storm water inlet and pipe
  • Make electrical upgrades
  • Make guardrail modifications
  • Construct moment slabs and barrier
  • Add new signing and complete striping
  • Lay final top lift pavement (2016)
