EUGENE-SPRINGFIELD
I-5 Willamette River Bridge – Bundle 220
(I-5 milepost 192.8 in Eugene/Springfield)
Project summary: Replace the Interstate 5 Bridge over the Willamette River between Eugene and Springfield. Contractors have completed construction of the new bridges. The Patterson Slough Bridges are also complete. Construction continues on the bike-ped viaduct along Franklin Boulevard and the northbound Whilamut Passage Bridge.
Remarks:
Southbound I-5 and the Franklin Boulevard on-ramp (milepost 192.8): No work is planned this week.
Northbound I-5 at the Franklin Boulevard exit (milepost 192.8): No work is planned this week.
Laurel Hill Valley Neighborhood: The northbound I-5 Franklin Boulevard off-ramp (exit 192) is open. Please drive carefully through the work zone.
Franklin Boulevard under I-5: Watch for daytime single-lane closures. Watch for roadside work crews and construction vehicles entering and exiting the travel lanes from the roadway shoulder and at the intersection of Franklin Boulevard and Jenkins Drive. Please drive carefully and obey all construction signs and flagger instructions.
Interstate 5 (between mileposts 192.0 and 193.5): No work is planned this week. Please drive carefully through the work zone.
Alton Baker Park and Whilamut Natural Area users: North Walnut Road and the North Bank Path are open. Detour paths have been removed. Weather permitting, expect work crews and equipment on site for plantings and landscaping. Watch for flaggers on park paths and obey flagger instructions.
I-5 Beltline Interchange – Unit 3
Project Summary: This project will rebuild the interchange at Interstate 5 and Randy Pape’ Beltline Highway to meet modern design and safety standards. State funds from the Jobs and Transportation Act will build:
- A new I-5 southbound to westbound Beltline off-ramp.
- A new I-5 southbound to eastbound Beltline off-ramp.
- A new westbound Beltline to southbound I-5 on-ramp
- A new Beltline Bridge over I-5
- And base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. The path will open upon completion of Unit 4 scheduled to be constructed in 2016.
This is a two year project. Construction of Unit 3 is scheduled to be completed by November 2014.
Remarks: The contractor is working on finished the first half of the new Beltline bridge and hopes to have it open to traffic in mid-March. Paving is scheduled to begin in February and will continue intermittently until March.
During the next two weeks, the dedicated right-turn lane of NB I-5 Exit 195-A (to the Gateway area) will be closed intermittently for short periods to allow for paving and striping work. When closed, all traffic that wishes to travel south on Gateway after exiting NB I-5 will be directed to the signal at the end of the ramp, where it can turn right onto Beltline, then right onto Gateway
A speed limit reduction to 35 MPH is now in effect on Beltline. A speed limit reduction to 50 MPH is now in effect for I-5 through the construction zone. Most work will be happening behind barrier. Look for periodic lane closures and trucks entering and exiting the highway.

OR 126-Springfield Paving and Cable Median Barrier
OR 126 (Officer Chris Kilcullen Memorial Hwy), from just east of I-5 to Main Street, Springfield (MP 3.80 to MP 9.97)
Contract amount: $4.31 million.
Project Summary: This project will preserve the existing highway by grinding and replacing two inches of asphalt in most areas and reconstructing the eastbound portions of the 42nd Street interchange. The project will also improve safety by constructing cable median barrier between Mohawk Blvd. and East Main Street (MP 6.24-9.97).
Remarks: Shoulder work will occur from February 11th through February 14th. Minor work will occur on the shoulders and some equipment will be parked on the shoulder. Shoulder closures will not require any lane restrictions. Motorists can expect these closures at night and during off-peak hours of the day and should look for trucks or equipment occupying the shoulder.

OR 126B: Willamette River (Springfield) Bridge Rehabilitation
Westbound OR 126B (Main Street, Springfield) MP 1.25-1.46
Contract Amount: $625,000
Project Summary: This project will repair corrosion and rust damage to the historic steel bridge and rehabilitate four roller bearing assemblies. A portion of the bridge will be painted. This project will affect only the westbound bridge.
Remarks: Construction is expected to begin the week of February 10. Expect lane restrictions and sidewalk closures. Watch for construction vehicles and equipment near the roadway.
LANE COUNTY
OR 58: Salt Creek Tunnel and Half Viaduct
OR 58 (Willamette Hwy) Milepost 56 Contract amount: $9.4 Million.
Project Summary: Built in 1939, the tunnel needs serious repair and the adjacent west half viaduct and the three east viaducts are failing and need to be replaced. The OR 58: Salt Creek Tunnel and Half-Viaduct project will:
- Replace the half viaduct west of the tunnel
- Replace the three half viaducts east of the tunnel
- Repair the tunnel liner
- Lower the tunnel floor
Construction will continue in 2014.
Remarks: The project is in winter season mode with no lane closures and both lanes open for traffic at all times. Work and lane closures will resume in the spring when weather permits. Check the project website www.58tunnel.com and www.Tripcheck.com for project information and closure information.

OR 58: M.P 51.6 Slide Repair
OR 58 Willamette Highway
Contract amount: $0.5 million.
Project Summary: This project installs a retaining wall and rip rap slope to repair a embankment failure along Salt Cr. The project requires that part of the east bound lane be excavated to build the wall structure.
Remarks: The project is stopped for the winter season. Next spring, some pavement replacement and stripe replacement will take place. Please watch for flaggers and trucks entering and leaving the work area.

US 101: Cape Creek Bridge Rail Retrofit
US 101, MP 178.9, Lane County; Contract amount: $2.16 million
Project Summary: The historic Cape Creek Bridge has a deteriorating bridge railing that does not meet modern safety standards, and has several areas with exposed reinforcement and inserts that are deteriorating. The existing sidewalk has also been damaged from saltwater spray penetrating the concrete. This project will replace the existing bridge rail with an upgraded concrete railing that matches the look of the original rail while providing the safety of a modern bridge rail. The sidewalk will also be replaced to accommodate the new rail system.
Remarks: The construction zone is open to two 12-foot wide lanes of travel when the contractor is not working. Expect intermittent single lane closures controlled by flaggers when the contractor is working. Delays will average 10-15 minutes with a maximum of 20 minutes. Access to the Heceta Head State Park will be maintained at all times during construction.

US 101: Big Creek Bridge Cathotic Protection
US 101, MP 175, Lane County; Contract amount: $1.7 million
Project Summary: This project will construct a new cathodic protection system to protect the bridge from the harsh coastal environment and extend its useful life.
The concrete surface of the structure will be sprayed with a sacrificial carbon based coating so that the steel reinforcements do not corrode. The cathodic protection system consists of the carbon based coating and an electrical system on a low voltage impressed current.
Remarks: During the week of February 10th, the contractor will begin moving equipment and materials to the site and installing signs for the project. The following week the contractor will be instllating access platforms under the bridge. Delays will average 10-15 minutes with a maximum of 20 minutes.

Lane County Signals
Beltline and McVay Highway
Contract amount: $0.8 million.
Project Summary: This project replaces two existing traffic signals at McVay highway at 30th Ave. and at Beltline (OR126) at Greenhill Rd. Also included is paving the project area at the Greenhill site, weather permitting..
Remarks: Construction work will continue at both locations this week. The signal at Greenhill has been activated but there is sidewalk and cleanup work to be completed. The signal at McVay will be activated in early February with guard rail work to follow. Intermittent night work but most work will take place during the day with shoulder work at various locations happening from 8 AM to 5 PM weekdays. Please watch for workers and trucks entering and leaving the work area.
This project is scheduled to complete in February, 2014.
