Lane County State Highway Construction

November 4-8, 2013

 

EUGENE-SPRINGFIELD

I-5 Willamette River Bridge – Bundle 220

(I-5 milepost 192.8 in Eugene/Springfield)

Project summary: Replace the Interstate 5 Bridge over the Willamette River between Eugene and Springfield. Contractors have completed construction of the new southbound bridge. The southbound Patterson Slough Bridge is also complete. Construction has begun on the northbound Patterson Slough and Willamette River bridges. Drivers will see minimal impacts on I-5 and long-term closures to the Franklin Boulevard off-ramp from I-5.

 

Southbound I-5 and the Franklin Boulevard on-ramp (milepost 192.8): Watch for roadside work crews and equipment. Please drive carefully through the work zone.

Northbound I-5 at the Franklin Boulevard exit (milepost 192.8): Watch for roadside work crews and equipment. Please drive carefully through the work zone.

Laurel Hill Valley Neighborhood: The northbound I-5 Franklin Boulevard off-ramp (exit 192) is open from Riverview Street to Franklin Boulevard. Watch for roadside work crews and equipment. Please drive carefully through the work zone.

Franklin Boulevard under I-5: Watch for roadside work crews and construction vehicles entering and exiting the travel lanes from the roadway shoulder and at the intersection of Franklin Boulevard and Jenkins Drive. Watch for single-lane and shoulder closures in both directions. Please drive carefully and obey all construction signs and flagger instructions.

Interstate 5 (between mileposts 192.0 and 193.5): Please drive carefully through this active work zone. Watch for temporary traffic signs, roadside work crews and equipment around the clock.

Alton Baker Park and Whilamut Natural Area users: North Walnut Road through the park is closed. Watch for signs directing park users to detour paths. North Bank Path is closed under Interstate 5, east of Knickerbocker Bridge. Watch for signs directing bike and pedestrian traffic to the temporary detours. Watch for workers and equipment. Flaggers will assist path users. Please obey detour signs and all flagger instructions.

 

I-5 Beltline Interchange – Unit 3

Project Summary:  

This project will rebuild the interchange at Interstate 5 and Randy Pape’ Beltline Highway to meet modern design and safety standards. State funds from the Jobs and Transportation Act will build:

 

  • A new I-5 southbound to westbound Beltline off-ramp.
  • A new I-5 southbound to eastbound Beltline off-ramp.
  • A new westbound Beltline to southbound I-5 on-ramp
  • A new Beltline Bridge over I-5
  • And base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. The path will open upon completion of Unit 4 scheduled to be constructed in 2016.

This is a two year project. Construction of Unit 3 is scheduled to be completed by November 2014.

Remarks: A speed limit reduction to 35 MPH is now in effect on Beltline. A speed limit reduction to 50 MPH is now in effect for I-5 through the construction zone.  Most work will be happening behind barrier. Look for periodic lane closures and trucks entering and exiting the highway.

 OR569 @ Delta Highway Overcrossing (Eugene)

Amount: $471,576

Project Summary:   This is a construction project to preserve the Delta Highway crossing over the Randy Papé Beltline in Eugene. Built in 1965, the bridge is showing signs of age and needs maintenance work to extend its useful life.   This project will repair the bridge deck with a polymer concrete overlay, replace the deck joints, and retrofit the existing bridge rail to meet modern safety standards.

 

Remarks: Due to the heavy volume of vehicles that use the overcrossing, the work will be conducted during nighttime and early morning hours. The current schedule calls for construction to take place Sunday through Thursday 7 p.m. to 6 a.m. On most nights during construction, one lane of traffic in each direction will be open. Ramp traffic may be under flagger control. Motorists should plan on 5-10 minute delays.

 

OR 99: Franklin Blvd Sidewalk Improvements

Contract amount: $252,661.40.

Project Summary: This project improves sidewalks along the south side of Franklin Blvd in Eugene between Walnut Street and the I-5 onramp.

Remarks: Franklin Blvd. will be in a single lane eastbound during the week. Pedestrians and bicycle traffic will be in the closed lane, drive with caution.

This project is scheduled to complete in December, 2013.

 

 OR 126-Springfield Paving and Cable Median Barrier

OR 126 (Officer Chris Kilcullen Memorial Hwy), from just east of I-5 to Main Street, Springfield (MP 3.80 to MP 9.97)

Contract amount: $4.31 million.

Project Summary: This project will preserve the existing highway by grinding and replacing two inches of asphalt in most areas and reconstructing the eastbound portions of the 42nd Street interchange. The project will also improve safety by constructing cable median barrier between Mohawk Blvd. and East Main Street (MP 6.24-9.97).

Remarks: Construction will continue until November 8th to complete the signs and guardrail work. To avoid peak travel times, as much work as possible will be completed at night. Motorists can expect right lane closures in either direction, and some shoulder closures.

Motorists should monitor www.tripcheck.com and www.keepusmoving.info for the latest closure information.

Residents and businesses along the highway should anticipate noise consistent with road construction.

LANE COUNTY

OR 58: Salt Creek Tunnel and Half Viaduct

OR 58 (Willamette Hwy) Milepost 56 Contract amount: $9.4 Million.

Project Summary: Built in 1939, the tunnel needs serious repair and the adjacent west half viaduct and the three east viaducts are failing and need to be replaced. The OR 58: Salt Creek Tunnel and Half-Viaduct project will:

  •         Replace the half viaduct west of the tunnel
  •         Replace the three half viaducts east of the tunnel
  •         Repair the tunnel liner
  •         Lower the tunnel floor     

Construction will continue in 2014.

Remarks:   The nighttime full closures are over for the season and efforts are being made to ready the project for the winter shutdown. There will be intermittent daytime lane closures as we do some final cleanup. Check the project website www.58tunnel.com and www.Tripcheck.com for project information and closure information.

 OR 58: M.P 51.6 Slide Repair

OR 58 Willamette Highway

Contract amount: $0.5 million.

Project Summary: This project installs a retaining wall and rip rap slope to repair a embankment failure along Salt Cr. The project requires that part of the east bound lane be excavated to build the wall structure.

Remarks: The project is stopped for the winter season. Next spring, some pavement replacement and stripe replacement will take place. Please watch for flaggers and trucks entering and leaving the work area.

OR99 @ 4th St. & Main St. (Cottage Grove)

East Main St. and 9th Street (OR 99) MP 14.69-MP 14.86; Contract Amount: $1.697 Million

Project Summary: This project will realign the intersection of East Main and OR 99 to improve safety, construct streetscape enhancements, improve bike and pedestrian facilities and upgrade and improve traffic signals at 4th and at East Main and OR 99. In addition, a new water main will be constructed for the City of Cottage Grove.

Remarks:   Construction at the Highway 99-East Main Street intersection will continue until mid-November. Watch for intermittent daytime and nighttime lane closures throughout the project area. There may be work conducted during weekends to take advantage of good weather. Flaggers will provide traffic control as needed. Some sidewalks will be closed during construction and pedestrians should look for detour signage. ODOT will maintain access to all local businesses during construction. Truck traffic should detour onto River Road

Lane County Signals

Beltline and McVay Highway

Contract amount: $0.8 million.

Project Summary: This project replaces two existing traffic signals at McVay highway at 30th Ave. and at Beltline (OR126) at Greenhill Rd.   Also included is paving the project area at the Greenhill site, weather permitting..

Remarks: Construction work will continue on conduit, and signal footing installation at both locations. Paving and striping at the Greenhill location is complete. Most work will take place at night with lane and shoulder closures at various locations happening from 10 PM to 6 AM weeknights. Please watch for flaggers and trucks entering and leaving the work area.

This project is scheduled to complete in December, 2013.
