SALEM — The Oregon Transportation Commission will hold its regular meeting on Tuesday, Sept. 15, at 8 a.m. The meeting will be held virtually; a livestream is available on our ODOT YouTube channel.
Items on the agenda include:

Capital Investment Plan Update: Receive an update on ODOT’s Capital Investment Plan and draft CIP project list.

2050 Vision for Greenhouse Gas Emissions Reduction: Receive an informational update on progress to reduce Oregon’s transportation greenhouse gas emissions.

Annual Key Performance Measures Report: Approve ODOT Annual Key Performance Measure Report for submission to the Legislative Fiscal Office and Department of Administrative Services.

Truck Taxation Modernization: Receive an informational update on the implementation of HB 3991-2025 & HB 4007-2025, specifically Truck Taxation Modernization and Milk Truck Pilot.

Mandatory Road Usage Charge Update: Receive an informational update on ODOT’s effort to implement the Mandatory Road Usage Charge portion of HB 3991.

Audit Update – Miles Per Gallon Tiered Registration: Receive an update on actions in response to the recommendations from the Internal Audit of tiered registration fees based on miles per gallon and motive power and provide feedback on the status and plan.

How to provide public comment
Submit written comments in advance of the meeting and sign up for public comment, either in person or virtual. Sign up to provide comments by completing the comment form on our website at www.oregon.gov/odot/Get-involved/Pages/OTC_Main.aspx. Please sign up by noon on Monday, Sept. 14.
Please note participation will be limited to one representative per organization. Commenters and organizations providing public comment to the OTC for the first time will be given priority for the limited available testimony spots. Oral testimony regarding topics on the meeting agenda will be prioritized due to limited time available for public comment.
To submit written comments electronically, please use the submission form on the OTC website by noon on Monday, Sept. 14, to guarantee inclusion in the meeting packet. Comments not included in the meeting packet will be shared with commissioners after the meeting.
