 Two-year improvement project on I-84 bridges over the Umatilla River begins Aug. 31.

PENDLETON – Beginning Aug. 31, travelers in both directions of I-84 between Exit 207 and Exit 209 in Pendleton should expect shoulder closures and reduced speeds as crews begin a two-year bridge improvement project.
Work this year includes building crossovers and a temporary I-84 eastbound on-ramp from Rieth Road at Exit 207.
Plan for changing traffic patterns and brief delays.
Crossover construction is expected to last through October 2026. Bridge repairs are scheduled for 2027.
What are crossovers?
Crossovers shift traffic from one side of the highway to the other, allowing traffic to continue in a single lane in each direction while crews work. They give workers more space, reduce conflicts with traffic and limit how often traffic control needs to be set up and removed.
About the project
The project includes four bridges at two locations:
These four bridges are showing signs of wear. Repairs will preserve and extend the life of the bridges, improve safety and delay the need for replacement.
Work includes:
- Repairing and repaving the bridge decks.
- Installing new joints, which allow bridges to safely expand and contract with changes in temperature.
- Repairing and repaving the transitions from the roads to the bridges.
This is a two-year project with a scheduled completion in October 2027.
Other traffic impacts
In addition to shoulder closures, the speed will be lowered to 55 mph instead of 65 in both directions between Exit 207 and Exit 209.
Travellers should stay alert for changing traffic patterns, crews and equipment near the highway.
