Eastern Oregon Construction Updates

We have more than a dozen highway construction projects scheduled this year in eastern Oregon. These projects include pavement and bridge repairs, curb ramp upgrades and chip seal that will help extend the lifespan of the transportation system while enhancing safety for everyone.

This email includes updates for the following categories:

• Northeast Oregon (Morrow, Umatilla, Union, Baker and Wallowa counties)
• Southeast Oregon (Grant, Harney and Malheur counties)
• Curb ramp projects
• Chip seal projects
• 2026 projects

Summer is one of the busiest construction and maintenance seasons for Oregon highways. Crews will be repairing roads, preserving bridges, striping highways, clearing vegetation and responding to incidents statewide. Conditions can also vary dramatically across Oregon, even in summer.

Northeast Oregon (Morrow, Umatilla, Union, Baker and Wallowa counties)

Tower Road Interstate Bridge over I-84

We are repairing the bridge surface and retaining walls, and rebuilding and paving the transitions connecting Tower Road to the bridge.

This project is scheduled to be completed by August.

Southeast Oregon (Grant, Harney and Malheur counties)

This concrete pavement machine places concrete in the westbound lane of I-84 east of Huntington. May 14, 2026.

I-84: Farewell Bend - N. Fork Jacobsen Gulch

We are repaving 16 miles of I‑84 and rebuilding the approaches to the Olds Ferry (OR 201) Interchange Bridge at Exit 356.

This is a two-year project with a scheduled completion in October 2027.

Curb ramp projects

We are continuing our efforts to bring ADA curb ramps up to standards in eastern Oregon. This summer’s projects include: Umatilla - Morrow County Curb Ramps Phase 2B - Work in Irrigon and Hermiston began in 2025 and is scheduled to be completed by July. North Powder/Richland/Halfway Curb Ramps - Construction in North Powder is nearing completion. Work in Halfway and Richland is expected to begin early to mid-June and be completed by October. Eastern Oregon 2024-2027 ADA curb ramps, phase 2 - Work on Dorion and Emigrant Avenues in Pendleton is expected to be completed by October. Eastern Oregon 2024-2027 ADA curb ramps, phase 3 - ADA projects in Haines, La Grande and Sumpter are scheduled to begin later this summer.

Chip seal projects

Several chip seal projects are scheduled for the summer.

• U.S. 26: Austin Junction/OR 7 to Ironside.
• U.S. 95: Idaho State Line – Rome Hill.
• OR 11: MP 4 to Weston Interchange.
• OR 203-A: Exit 265 westbound off-ramp to Godley Road.
• OR 237-A: Conley Road to Bryan Street in Union.
• OR 7: Phillips Lake to Auburn Avenue in Baker City.
