The 2026 Transportation and Growth Management planning grant application period opens May 26.

Applications are due Aug. 21, 2026. We’ll notify grant recipients by email in mid-October 2026. 

Eligible applicants include cities, counties, councils of government on behalf of a city or county, Tribal governments, and certain special districts. 

Project categories

Proposed projects may be submitted for either of these grant categories: 

Category 1: Transportation System Planning. Grants for Transportation System Plan work, including complete or updated TSPs; TSP refinement plans; individual TSP elements (like bike and pedestrian or transit plans); and Safe Routes to School-related infrastructure plans. 

Category 2: Integrated land use and transportation planning. This includes area plans, downtown plans, and concept plans for areas being brought into an urban growth boundary. 

We have about $2 million available for this funding opportunity. Award amounts generally range between $150,000 and $300,000. Grantees must provide a grant match in the form of cash, staff time, monetized volunteer time or direct project expenses.

The Transportation and Growth Management program is a joint effort between ODOT and the Oregon Department of Land Conservation and Development. These grants provide planning resources to help Oregon jurisdictions address transportation, land use, and growth management issues in their communities. We award TGM grants on an annual basis.
