Guardrail replacement project resumes next week on OR 86

Work starts April 13, expect single-lane closures and delays

April 3, 2026

BAKER CITY – Travelers on OR 86 between Baker City and Oxbow should expect single-lane closures and delays starting next week as part of an ongoing guardrail replacement project. Guardrail replacement work is expected to begin 7 miles west of Richland and move towards the east.

Crews will also be upgrading bridge rail and making other minor repairs on three bridges.

  • North Pine Creek Bridge, 10 miles east of Halfway: mid-April to early June.
  • West Fork Dry Creek Bridge, 3 miles east of Halfway: late April to early May.
  • Eagle Creek Bridge, 1 miles west of Richland: early to mid-May.

Construction is planned through June. Schedules are subject to change.


Traffic impacts

Travelers can expect delays up to 20 minutes. Watch for crews and equipment.

Auto flagging device

Guardrail installation, West Fork Dry Creek Bridge and Eagle Creek Bridge:

  • Daily, single-lane closures controlled by automated flagging devices.

When you see an automated flagging device, remember to:

  • Stop when the light is red and the flag is down.
  • Wait for the arm to be fully up before you start moving.
  • Drive carefully when the light is flashing orange and the flag is up.

Temporary traffic signal

North Pine Creek Bridge:

  • A temporary traffic signal operation 24/7.

When you see a temporary traffic signal, remember to:

  • Stop behind the white line when the light is red.
  • Wait for the light to turn green.
  • Proceed slowly through the work zone.
