Work starts March 23, expect occasional traffic impacts and flagging throughout the year

If you travel on Interstate 84 between Portland and Hood River, expect intermittent shoulder, lane and ramp closures this year as part of a safety improvement project. Detours and flaggers will be in place directing traffic during construction.
Construction is expected to begin March 23 and continue through fall 2026. The project schedule is subject to change due to weather and other factors.
During construction, travelers can expect occasional shoulder, lane and/or ramp closures at interchange ramps on I-84 between downtown Portland and Hood River, including:
- Daytime and nighttime single-lane and shoulder closures at multiple interchange ramp intersections, with flaggers directing traffic.
- Traffic signals temporarily shut down at some intersections overnight, with flaggers directing traffic.
- Temporary sidewalk closures with ADA-compliant pedestrian detours.
About the project
Under Oregon’s All Roads Transportation Safety Program, this project will improve safety and visibility along I-84 between downtown Portland and Hood River at the following on- and off-ramp interchanges:
- NE Holladay and NE First, Portland
- NE Grand Avenue, Portland
- NE 13th Avenue, Portland
- NE 33rd Avenue, Portland
- NE Halsey Street, Portland
- NE Glisan Street, Portland
- NE 68th Avenue, Portland
- NE Multnomah Street, Portland
- NE 122nd Avenue, Portland
- NE 181st Avenue, Gresham
- NE Fairview Parkway, Fairview
- NE 238th Drive, Wood Village
- NE Marine Drive, Troutdale
- Second Street, Hood River
- U.S. 30 at Hood River Bridge, Hood River

About the ARTS Program
Oregon’s All Roads Transportation Safety Program identifies intersections with a high concentration of crashes and implements safety improvements to reduce them. Typical safety improvements include:
- Improving visibility by removing obstructions like tree limbs.
- Improving traffic signals.
- Improving curb ramps and crosswalks.
- Improving street lighting.
- Adding or improving signs and striping, including “Stop Ahead” warning signs and reflective markers on traffic signals to improve visibility.
