Construction starts next week
We are returning to Pendleton to continue upgrading curb ramps. This is Phase 2 of a five-phase effort to complete ADA upgrades in eastern Oregon.
Phase 2 focuses on Dorion and Emigrant Avenues. Construction is scheduled to start on Dorion Avenue at SW 12th Street, moving northeast toward downtown. Crews are expected to work along the south side first, then switch to the north side before moving to Emigrant Avenue. The schedule and timing may change.
During construction, you can expect:
- Crews working during the day, Monday through Thursday.
- Lane shifts and occasional lane or shoulder closures. Signs and flaggers will help direct traffic.
- Some delays and construction noise.
- Businesses will remain open.
- All pedestrians will have access through or around work zones.
Please slow down and watch for workers in the construction zone.

Why more work in Pendleton?
We’ve completed many ramps, but there’s still more to do. Three phases remain for Pendleton. (Final EO curb ramp projects announced.)
You may notice we’re not finishing one street at a time. That’s because each location is different. Some intersections are ready for construction and have been grouped together. Others need extra work—such as moving fire hydrants, utility boxes, or power poles—or require additional permits. These factors affect when and where we can build. We start with the sites that are ready. Sites that need more planning will be completed in later phases.

Why are curb ramps important?
ADA curb ramps make it easier for people to move between the sidewalk and road. This can be helpful for those who have trouble stepping up and down high curbs.
It's also helpful for people using wheelchairs, strollers, walkers, hand carts and bicycles. These ramps make it easier for everyone to get around.
