Statewide Transportation Improvement Fund Program Rules
ODOT is proposing rule changes to update the Statewide Transportation Improvement Fund (STIF) Program rules to make program improvements identified through public outreach, the recommendations of ODOT’s 2024 Strategic Review, and recommendations from the STIF Rules Advisory Committee, which met from February through September 2025. The proposed changes are needed to enhance financial flexibility and sustainability, clarify program concepts and key terms, revise reporting deadlines, streamline program processes, and enhance accountability by establishing a clear and unform compliance processes.

Recently adopted rules:

Traffic Control Devices and Advisory Committee Membership​
The Federal Highway Administration published an updated edition of the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) on December 18, 2023, and is requiring states to adopt the 11th Edition of the MUTCD by January 19, 2026, under 23 CFR 655.603(b). This amendment to OAR 734-020-0005 is intended to meet this federal requirement.

Driver Improvement Record Review Date​
DMV changed the definition of “record review date” to include the date when DMV reviews a person’s driving record while combining more than one driving record into a single driving record. The amendment reflects an existing DMV practice related to merging multiple driving records.

Requests for Driver Records from Other Jurisdictions
Oregon Laws 2025, Chapter 415, section 48 amends ORS 802.200 and expands DMV’s authority to request and receive driver record history from other jurisdictions and add the history to the Oregon driver record. The new language requires DMV to adopt rules describing when DMV will request or receive the records, when DMV will establish Oregon as the state-of-record for persons not issued an Oregon identification card, driver license or permit, and how DMV will use driver conviction history received from another jurisdiction. DMV amended these rules to align ​with the recent statutory amendment.

Vehicle Appraisals and Disposal of Abandoned Vehicles
Oregon Laws 2025, Chapter 415, sections 18 and 19 increased the appraisal value threshold for an abandoned vehicle to be towed. Previously set at $500, the threshold is now $1,000. DMV amended these rules to reflect the new threshold value.

Hardship Driver Permits
Oregon Laws 2025, Chapter 415, section 8 expands who is eligible for issuance of a hardship permit. DMV amended these rules to reflect new statutory language. DMV also took this opportunity to update some other aspects of the hardship permit rules.

Issuance of Driver Licenses to Military Spouses or dependents
DMV amended this rule due to changes in Oregon Laws 2025, Chapter 415 (SB 840, section 3 (2025)). The current statute allows the DMV to renew or replace a driver license, excluding a commercial driver license, without a photograph for an applicant in the active military service in the Armed Forces of the United States or the Nation Guard if the DMV does not have an acceptable photograph of the applicant. SB 840 expands DMV’s authorization to include in its rule an applicant who is the spouse or dependent of an individual in the active military service who is stationed outside of Oregon.

Commercial Driver Licenses Positive Drug Tests​
The passage of Oregon Laws 2025, Chapter 415, Section 10 removes the confusion about which Oregon agency should receive Positive Drug Test Results (PDTR). DMV repealed 735-063-0320 and 735-063-0330 as the DMV and the Department of Transportation is no longer the recipient of reports of PDTR.
