Oregon Coordinate Systems
ODOT is proposing these amendments to add the Oregon Lambert zone to the current OCRS, 1983 to the current Oregon Coordinate Reference System making it OCRS 1983 and the Oregon Coordinate Reference System (OCRS) 2022, consisting of 1 state wide zone and 39 low distortion projections, based on the new National Spatial Reference System (NSRS) North American Terrestrial Reference Frame 2022 (NATRF2022).

SB 417 Changes: Digital Outdoor Advertising Signs; Acceptable Lease Documentation​
ODOT is proposing amendments to 734-060-0000 and 734-060-0007 to accommodate language in SB 417 (2025). Other changes include removing outdated address and phone number and referring to ODOT ROW section website for current contact information.

Annual Adoption of IRP, IFTA and HVUT​
CCD proposes these rule amendments as part of annual housekeeping. These updates are required each year to continue ODOT's participation in and enforcement of the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA), and to comply with the federal heavy vehicle use tax (HVUT).

Household Goods​
CCD is proposing these amendments and adoption following the passage of SB 839 (2025) to ensure the Division can meet all statutory requirements, including authority to enforce new penalties for violations committed by unlicensed household goods movers.

State Oversight of Rail Fixed Guideway Systems
ODOT is proposing repealing rules that are now redundant because they address requirements that are addressed in the Program Standard, which is being adopted into rule. Rules addressing emergency suspension of service, removal of track and equipment from service, and the application of civil penalties and individual liability, are not being repealed.

Recently adopted rules:

HB 2341 Veterans​
Oregon Laws (2025), Chapter 13, amended ORS 406.073. This amendment requires the DMV to send additional information to the Oregon Department of Veterans' Affairs (ODVA) when a member or veteran of the Uniformed Services requests that DMV notify ODVA. In addition to the individual's name and residence or mailing address, the DMV will now provide the individual's electronic mail address (if available). DMV amended 735-010-0250 and 735-018-0130 to align with the recent statutory amendment.

Suspension of limited term commercial driving privileges (temporary)
On September 29, 2025, FMCSA published an interim final rule (IFR) that changes the eligibility requirements for limited term CLPs and CDLs. The IFR was effective immediately upon publication and requires states to pause issuance of limited term CLPs and CDLs until they can ensure compliance with the updated regulations. The OTC Chair approved DMV filing this temporary rulemaking in response to the IFR. OTC ratified the temporary rulemaking at the October 27, 2025 meeting. As such, this temporary rulemaking will be followed up with a permanent rulemaking.
