The ODOT Climate Office will open the second grant funding opportunity for the National Electric Vehicle Infrastructure Program in early November 2025.

The federal NEVI program funds a nationwide network of public DC fast charging stations for electric vehicles and will make it more convenient to quickly charge an EV on longer trips.

The second round of grants in Oregon will fund DC fast charging station projects on Interstate 84 and U.S. Highways 20, 26, and 101. We have $25.3 million in federal funding available for this round.

There are a few changes to the Round 2 opportunity that will improve the process for applicants and benefit Oregon’s EV drivers:

  • Removing the pre-qualification step. We removed a pre-qualification requirement for applicants, which should encourage a larger applicant pool.
  • New individual charging station option. We added the option for EV charging companies to develop individual charging stations along a road, instead of requiring one company to develop all charging stations along a road. This will help smaller companies compete with larger ones.
  • More flexibility in station locations. Earlier this year the federal government removed the requirement for NEVI stations to be located 50 miles apart and within one mile of the road. This change will give EV charging companies more flexibility on where to locate the final stations to best serve EV drivers.

Prospective applicants: Visit our NEVI webpage for drafts of the funding opportunity notice, scope of work, grant agreement, and state and federal requirements.

Please submit questions or comments about the draft documents to ORNEVI@odot.oregon.gov by Oct. 24.

More information about the NEVI program

The National Electric Vehicle Infrastructure program will establish a nationwide network of public DC fast charging stations in all 50 states over five years along major highways and interstates. The funding comes from the 2021 federal Bipartisan Infrastructure Law. Oregon is allocated $52 million over five years through the program.

ODOT doesn’t install, own or maintain public EV charging infrastructure. For the NEVI program, the private EV charging companies awarded grant funding will install, own and maintain the charging stations. Companies must provide a minimum of 20% in matching funds. The private companies will also select the final charging station locations.

The NEVI Program is one of several ways we’re working with federal and state partners to reduce greenhouse gas emissions from transportation and address climate change in Oregon. Our data says that by 2050, we’re on track to reduce emissions by about 60%. Learn how we’ll get there on our transportation emissions website.
