ODOT announces 2025-2027 Rural Veterans Healthcare Transportation Grant Program

SALEM — The Rural Veterans Healthcare Transportation Grant Program for the 2025-27 biennium is accepting letters of interest due on Monday, November 10. Up to $1.1 million will be awarded for the 2025-2027 biennium. The Oregon Department of Veterans’ Affairs provides the funding for this program and ODOT’s Public Transportation Division administers it.

The Rural Veterans Healthcare Transportation grants can be used to provide rides for veterans to healthcare destinations, regardless of whether the destinations are VA-affiliated. Grants can also be used for mobility management and outreach services for rural veterans. The Oregon Legislature created the Rural Veterans Healthcare Transportation Program in 2021 through House Bill 2139. This will be the fourth round of funding bringing the lifetime award total of this program to $2,450,000.

ODOT anticipates that most awards will be between $50,000 and $150,000, although there is no maximum award amount. Counties and Transportation Districts in rural areas and all of Oregon’s federally recognized Tribes are eligible to apply. 

Letter of Interest:

  • ODOT invites all interested applicants to submit a letter of interest by 11:59 p.m. on Monday, November 10. ODOT will review the letter of interests and respond in November.
  • Based on the letter, ODOT may choose to award funds to preservation projects to Rural Veterans Healthcare Transportation recipients from the 2023-25 biennium. 

Timeline: 

  • ODOT will respond to Letters of Interest in November
  • Award Decisions: Early 2026
  • New Agreements Begin: Late 2026
