Labor Day weekend means the highway construction season is winding down. While some projects are completed, others will remain active in Eastern Oregon over the next month or two. Keep reading for updates on key projects.

Updates in this email include:
U.S. 30: (10th Street) / Hughes Street Upgrades (Baker City)
We modified the intersection to improve freight mobility and ADA. Trucks will have more room to turn safely on to and off U. S. 30 at Pocahontas Road and Hughes Street.
We improved pedestrian access along both sides of U.S. 30 between L Street to Boulevard Street. We filled in missing sections of sidewalks and replaced those in poor condition. We also added new curb ramps that meet current ADA standards.
Crews are working on completing sign installation and site cleanup. We’re ahead of schedule and expect to finish in September.

U.S. 95: Idaho State Line – McDermitt
We resurfaced 23 miles of rough road between Blue Mountain Pass and McDermitt in 2024. This summer we added chip seal, rumble strips, and permanent striping. The road is now smoother and safer for all travelers. This project is complete.

Eastern Oregon Roadside Traffic & Weather Cameras
We are adding 18 new roadside cameras and weather stations to Eastern Oregon highways. This information will be displayed on TripCheck.com to help you make informed travel decisions. Crews are working on final tasks and we expect to have all cameras online by the end of September.
I-84: La Grande-Baker City Sign Upgrades
We're upgrading the variable speed limit system on a 30-mile stretch of I-84 by adding sensors and new signs to give drivers real-time updates and improve safety. This two year project is scheduled to be completed in September.
Finished projects
Burns and Hines Curb Ramps
With the exception of a few minor tasks, this project is complete. All traffic control devices have been removed in time for the Labor Day weekend. Thank you for your patience!
Umatilla - Morrow County Curb Ramps Phase 2A
Crews completed curb ramp upgrades in Boardman, Echo (pictured), Hermiston and Umatilla in August. We’ll return to Hermiston in 2025 for Phase 2B
New projects
Umatilla - Morrow County Curb Ramps Phase 2B
Crews started Phase 2B in July in Irrigon. Work will resume in Hermiston mid-September. All work for Phase 2B is scheduled to be completed summer 2026.
North Powder/Richland/Halfway Curb Ramps
Construction begins soon in Halfway. We’ll pause for the winter in October then begin work in Richland and North Powder in spring 2026. All work is scheduled to be finished by October 2026.

We’re in the final stages of two pavement preservation projects on I-82 and I-84 in Umatilla and Morrow counties. We expect both projects will be completed in September, ahead of schedule.
I-84: Tower Road - Stanfield
This 20-mile section of Interstate 84 was last paved in 2011. We repaired and repaved the highway and bridges, added guardrail, and are now adding striping and rumble strips.
I-82 and I-84: Umatilla-Pendleton Concrete Pavement Repair
These two sections of interstate were built in 1968 and are some of the oldest remaining still in use. We’re fixing pavement, shoulders, and eight bridges for a smoother ride. Crews are pouring concrete now and will soon begin installing rumble strips and permanent striping.

Many of our work zones are controlled by automated flagger assistance devices, or AFAD.
Think of these devices as being the same as a traffic signal or a flagger with a stop-and-go paddle directing traffic.
While you may not see anyone, there is a worker nearby controlling the AFAD making sure traffic is moving smoothly.
When you see an AFAD, remember to:
- Stop when the light is red and the flag is down.
- Wait for the arm to be fully up before you start moving.
- Drive carefully when the light is flashing orange and the flag is up.
