PENDLETON – Starting at 7 p.m. on Sunday, Aug. 17, we will transition to night work on U.S. 395 (Southgate) to continue curb ramp upgrades in Pendleton. Crews will work from 7 p.m. to 7 a.m. to minimize traffic impacts at these busy intersections.
Curb ramp upgrades
Crews will begin excavating and removing curb ramps at these locations:
- I-84 west on-ramp (island).
- I-84 west off-ramp, southwest corner.
- I-84 east off-ramp, northwest corner.
- U.S. 395 and Hailey Avenue, northwest corner.
Traffic signal upgrades
We are also replacing traffic signals and poles at the Southwest Hailey Avenue/Tutuilla Road intersection. As part of the night work starting Aug. 17, crews will begin installing new bases, poles and wiring.
Signals will be turned off the week of August 25 to install new signals. All work will be completed and signals reactivated by Sept. 5 in time for the Pendleton Round-Up, Sept. 10-13.
New pedestrian crossing poles will be installed after the Round-Up.
Night work is expected to last through September. Schedules are subject to change.
Night work begins in Pendleton on Sunday, August 17, 2025.
  You can expect:
- Crews working from 7 p.m. to 7 a.m. Sunday through Thursday.
- Shoulder and lane closures.
- Flaggers directing traffic.
- All pedestrians will have access through or around work zones.
- Businesses to remain open during construction.
- Work will pause Sept. 5-14 for the Pendleton Round-Up.
Remaining work on U.S. 395 and OR 11
Most work on U.S. 395 between Hailey Avenue and Southwest 37th Street is complete. However, concrete crews will continue working during daytime hours on the week of August 18 to finish these ramps. Crews will also be working during the day on OR 11 to make minor ramp repairs.
Funding information
While ODOT’s funding crisis is having a profound impact on maintenance and operations, most projects will continue. These projects are typically funded through separate programs, often with state or federal funds that are legally restricted to project development and cannot be used for maintenance or day-to-day operations.
