ODOT Virtual Presentations of Proposed FHWA DBE Goals for FFY 2026 - 2028

The Oregon Department of Transportation (ODOT) engaged Keen Independent Research to conduct a study of business availability for different types, locations, and sizes of ODOT and local agency projects.
This study informs the update on ODOT’s Disadvantaged Business Enterprise (DBE) goal for federal fiscal years of 2026 – 2028. Setting overall DBE goals is a requirement of receiving FHWA funds.
The study team contacted businesses by phone in the spring of 2025 to collect information.
Join us for a public meeting next week to discuss study results and FHWA DBE goal.
