CDL Skills Testing DMV proposes to amend OAR 735-060-0120, 735-063-0250 and 735-063-0260 to update administrative rules related to CDL skills test and documents that prove citizenship and legal presence for applicants for a CDL. This permanent rulemaking supersedes temporary administrative order DMV 4-2025. STIF distribution (temporary) ODOT temporarily amended these rules to ensure ODOT’s distribution of funds under ORS 184.758 for the current fiscal year is made consistent with the mandate in 184.766(2) requiring OTC to adopt rules requiring an agreement between the state and the qualified entity for all funds distributed after July 1, 2023. These rules needed to be amended prior to the next round of STIF plan submittals and approvals in 2025. This temporary rulemaking will be followed up with a permanent rulemaking later this year. Branded Vehicle Titles DMV amended this rule to clarify its current practice related to issuing a branded title. The rule clarifies that DMV will issue a branded title for a vehicle that a reporting entity has marked in NMVTIS JSI as "scrap," “parts only” or "crushed" only if the same entity later marks the vehicle as "sold." Special Interest Plates DMV amended this rule to further specify the registration plates a customer may use when registering their vehicle as special interest. Issuance of non-Real ID CDLs and CLPs to COFA nation citizens (temporary) DMV amended these rules to establish a list of documents acceptable for the issuance of non-Real ID commercial driver license (CDL) and Commercial Learner Permit (CLP) credentials and to remove reference to “FMCSA guidance” that has been replaced with a formal FMCSA exemption. These temporary rules need to be in effect immediately following the May 8, 2025, OTC meeting to ensure fair and consistent treatment for COFA citizens and allow DMV to continue to issue eight-year CDL credentials to citizens of COFA nations.
