SALEM --The Oregon Transportation Commission will hold its regular meeting on Wednesday, Dec. 4, at 9 a.m. The meeting will originate from the Gail Achterman Conference Room of the Transportation Building, 355 Capitol Street NE, Salem.
Items on the agenda include:

Urban Mobility Strategy Finance Plan Update: Approve an updated conceptual plan to close the funding gap for the Urban Mobility Strategy, and determine whether to add funding to the Rose Quarter Project.

Legislative Package Update: Receive an informational update on the Joint Committee on Transportation’s Statewide Tour and provide direction on key priorities in preparation for the development of a 2025 transportation funding package.

ODOT Operations Report: receive a report on ODOT operations, including project delivery, customer services and budget.

Road Usage Charging Revenue Potential: Hear a presentation on ODOT’s analysis of the net revenue potential of shifting to a per-mile road usage charge.

Strategic Review Progress Report: Review and discuss work the agency has accomplished on the Strategic Review and provide feedback.

Office of Equity and Civil Rights Update: Receive an update from the Office of Equity and Civil Rights on team structure and advancing data.

Low-Carbon Materials and Environmental Product Declaration Rule: Adopt new rules to reduce greenhouse gas emissions from materials the agency uses to construct and maintain the state transportation system.

Please note participation will be limited to one representative per organization. Commenters (and organizations) who are providing public comment to the OTC for the first time will be given priority for the limited available testimony spots.
