Revitalized and Ready: Downtown Halsey roadway upgrades completed

HALSEY - An extensive roadway project covering nearly a mile of OR 99E, from American Drive to the south city limits, has transformed the heart of Halsey, bringing lasting benefits to residents and visitors. Completed by ODOT in October, the project enhances safety, accessibility, and the overall livability of downtown.
“From the very beginning of this project, I was excited about the new road surface, but even more so about the opportunity to have fully functional sidewalks that would help our community walk safely,” said Mayor Jerry Lachenbruch. “The biggest surprise was the connection of the sidewalk to our park walking path. That was amazing to see.”
The project has enhanced safety, accessibility, and livability in Halsey by upgrading the road and adding key infrastructure. Major improvements include:
- Repairing and replacing damaged concrete panels beneath the highway asphalt.
- Adding new travel lanes and bike lanes for better mobility.
- Connecting existing sidewalks across the city.
- Upgrading pedestrian crossings to meet current ADA standards.
- Installing stormwater treatment facilities to improve drainage and reduce pollution.
- Landscaping and streetscaping to slow traffic through downtown.
- Constructing intersections that accommodate truck traffic while balancing pedestrian needs.
With the project completed, Halsey residents and road users now enjoy safer pedestrian and bike access to the downtown district, improved traffic flow, and beautified streets. This project is a major step in improving the small community’s quality of life.
“The completion of this project truly reflects the heart of the Halsey community,” said Andrea Mather, Assistant Resident Engineer. “It’s more than just infrastructure improvements—it’s about making the city’s roads and spaces as welcoming and vibrant as the people who live here.”
The project required the excavation of 17,049 cubic yards of dirt, the installation of 9,427 feet of curbs, 40,477 square feet of sidewalks, and the use of 14,780 tons of pavement.
