Construction season is underway in Pendleton. In addition to signal upgrades downtown and safety improvements on I-84, we are continuing curb ramp upgrades in town.
All construction projects will be put on hold Sept. 7-14 for the Pendleton Round-Up.
We have started work in downtown Pendleton to upgrade curb ramps.
This project is phase 2 in an effort to rebuild curb ramps in Pendleton.
Work begins on SE Court Avenue, between SE 14th Street and SE 20th Street.
In addition to upgrading curb ramps, we will also:
- Replace the asphalt walkway with wider concrete sidewalk on the east side of U.S. 395, from Southwest Tutuilla Road to Southwest Perkins Avenue.
- Install pedestrian-activated flashing beacons at:
- OR 11 – SE Isaac Avenue, milepost 1.19.
- OR 11 – SE 17th Street, milepost 0.31.
- Add bike lanes on OR 11, from the I-84 interchange to Southeast Court Avenue.

Here's what you can expect during curb ramp construction:
- Shoulder and lane closures.
- Intermittent side street closures are possible.
- Flaggers helping direct traffic as needed.
- All pedestrians will have access through or around work zones.
- Businesses will remain open during construction.

Why are curb ramps important?
ADA curb ramps make it easier for people to move between the sidewalk and road. This can be helpful for those who have trouble stepping up and down high curbs.
It's also helpful for people using wheelchairs, strollers, walkers, hand carts and bicycles. These ramps make it easier for everyone to get around.
Although we are planning to work on all the ramps shown on the map, the timing will change. Locations that are ready for construction are done first because they can be done immediately, while those needing additional coordination or design will be done later. This is why curb ramps at an intersection with four corners might be completed at different times.
Crews continue replacing signal poles, upgrading traffic signals and ADA sidewalk ramps at the intersection of SW Dorion Avenue (U.S. 30) and SW First Street. During the next couple of weeks, work will include drilling shafts for new signal poles and pouring sidewalks and curb ramps.
Here's what you can expect for the next few weeks:
- SW Dorian Avenue - lane closure on the south side.
- SW First Street - full closure on the south side of Dorion; the north side remains open.
Work will soon switch to the north side of SW Dorion Avenue.
This project is expected to be completed this fall.

Work is nearly complete on this project to improve safety and traffic control in the event of I-84 closures in the Pendleton area and points east.
Here's what you can expect for the next few weeks:
- Speed reduced to 55 mph.
- Intermittent single lane and shoulder closures, eastbound only.
- Possible single lane closures and flagging at the Exit 216 interchange.
We expect to have everything operational in time for winter weather.
