Southwest Oregon Construction Report for the week of May 12-18, 2024
The following report includes ODOT highways in Josephine, Jackson, Coos, Curry and Douglas counties. Projects are listed in the following order: highway, location, project name. Project construction costs are provided when the information is available.

COOS COUNTY
U.S. 101 (Oregon Coast Highway), MP 233.5 (North Bend/Glasgow), Turn lanes and traffic signal at East Bay Road ($1.96 million), website
This project will add left- and right-turn lanes from U.S. 101 onto East Bay Road, upgrade the traffic signal and provide pedestrian connections between McCullough Bridge and the intersection. Construction is scheduled for completion by the end of summer.
Drivers can expect additional congestion and delays at the intersection of U.S. 101 and East Bay Road. Construction will require the traffic signal’s detection system to be disconnected until late spring. The signal will operate on a timer, which may be less efficient in regulating traffic. Drivers are advised to allow extra travel time through the intersection.
Most work that affects traffic will take place at night. Expect intermittent lane closures Sunday night to Friday morning, 8 p.m. to 6 a.m. Flaggers will provide traffic control as needed. Nearby residents should expect noise consistent with road construction.
The south end of Hummingbird Road is limited to a width of 12 feet until late spring. Drivers on East Bay Road are asked to provide space for vehicles turning in and out of Hummingbird Road.
The new northbound U.S. 101 right-turn lane onto East Bay Road is now open.
U.S. 101 (Oregon Coast Highway), MP 234.5-241.5, Coos Bay-North Bend ADA curb ramp replacement ($3.4 million), website
This project will replace ADA sidewalk curb ramps at 35 intersections in the Coos Bay and North Bend area. Most curb ramps are along U.S. 101, but two are in the Bunker Hill area of Oregon 241 (Coos River Highway, MP 0.2-0.6) and one is in Charleston on Oregon 540 (Cape Arago Highway, MP 8.2).
Construction is mostly complete. No work is planned until summer, when the contractor will return to the area to complete the final curb ramps.
CURRY COUNTY
U.S. 101 (Oregon Coast Highway), MP 300-301 (Port Orford), Garrison Slough to Cemetery Loop Road paving and pedestrian improvements ($4.35 million), website
This project will pave U.S. 101 through Port Orford, replace ADA curb ramps at 15 intersections and make other safety improvements.
Starting Monday, May 13, the contractor will begin weekday paving work on U.S. 101 between Garrison Slough and Cemetery Loop Road. Drivers should watch for daytime lane closures and delays with flaggers. Some side streets may be closed when U.S. 101 intersections are paved. Drivers should detour along local roads. Paving work is scheduled to continue until the end of May.
DOUGLAS COUNTY
INTERSTATE 5 (Pacific Highway), Exit 125, Northbound off-ramp at Garden Valley Blvd. ($2.4 million), website
This project will improve safety and ease congestion at Exit 125 (Garden Valley) by adding a dedicated right-turn lane to the northbound off-ramp. The project will also replace the traffic signal poles and hardware, install new push-button pedestrian beacons, upgrade sidewalks and ADA curb ramps, and repave the off-ramp and intersection. All work is scheduled to be completed this summer.
Construction is scheduled for 8 p.m. to 6 a.m., Sunday night to Friday morning. Watch for nighttime lane and shoulder closures on the northbound I-5 off-ramp, Garden Valley Blvd. and Mulholland Drive. Watch for construction workers and vehicles through the work zone.
Throughout May, drivers should watch for intermittent nighttime (8 p.m. to 6 a.m.) closures of the northbound off-ramp and the northbound loop on-ramp at Exit 125. Both are located at the southeast corner of the interchange (next to the Quality Inn motel). Roadside message boards will provide additional information.
- During the off-ramp closure, northbound I-5 drivers can continue north to Exit 127 and use the Edenbower interchange to turn around and reach Exit 125 from the southbound direction.
- When the loop on-ramp is closed, drivers will be detoured to the other northbound on-ramp (next to Elmer’s Restaurant), which carries westbound Garden Valley traffic onto I-5.
OREGON 99 (Oakland-Shady Highway/NE 1st Street), Oakland Bridge replacement ($22.6 million for two-bridge bundle), website
This two-year project will replace the 1925 Oakland Bridge on Oregon 99 (NE 1st Street) at the north end of Oakland. The bridge will be built on a new alignment, just north of the existing bridge. This project is part of a two-bridge bundle that also includes replacing a bridge in the Melrose area west of Roseburg.
Drivers should watch for intermittent weekday lane closures through the work zone until construction is completed. Flaggers will provide traffic control as needed. Expect brief delays.
MELROSE ROAD (Douglas County Road 167), Conn-Ford Bridge replacement ($22.6 million for two-bridge bundle), website
This two-year project will replace the 1964 Conn-Ford Bridge, which spans the south Umpqua River on Melrose Road about one mile west of Roseburg. This project is part of a two-bridge bundle that also includes replacing a bridge in Oakland.
Melrose Road traffic will use a bypass bridge at the South Umpqua River until late spring or early summer. Drivers should slow down and use caution due to curves at both ends of the bridge and a traffic signal at the east end. Watch for construction vehicles entering and exiting the travel lanes.
U.S. 101 (Oregon Coast Highway), MP 211.9-212.8, Reedsport lane reconfiguration project ($570,000), website
This project will ease traffic congestion by adding a second northbound travel lane from Longwood Drive to 16th Street. This will require modifications to the ADA curb ramp and pedestrian flashing beacon at 20th Street. New streetlights will be installed along U.S. 101 at 13th Street and 19th Street.
Starting the week of May 13-17, watch for weekday lane and shoulder closures through the work zone.
CITY OF ROSEBURG: NE Stephens Street at Edenbower Blvd., Waterline replacement project
On the nights of Monday and Tuesday, May 20 and May 21, Edenbower Blvd. is scheduled to be closed between Aviation Drive and NE Stephens Street for waterline replacement work. The closure is schedule from 7 p.m. to 7 a.m. each night. Detours will be posted using local roads. Sidewalks will not be affected by the road closure.
JACKSON COUNTY
INTERSTATE 5 (Pacific Highway), MP 11-19, North and south Ashland paving ($9 million)
Starting May 13, watch for intermittent nighttime lane closures, Monday through Thursday nights, 7 p.m. to 7 a.m., as workers replace pavement markings. The nighttime speed limit through the work zone will be 50 mph.
The project will repave this section of I-5, apply new permanent striping, and install new safety rumble strips on the shoulders. Construction will also address ramps at Exits 11, 14 and 19, as well as the Ashland Port of Entry.
INTERSTATE 5 (Pacific Highway), MP 22-30, Bridge joint repairs
This project will repair several bridges in the Medford and Phoenix areas. Watch for intermittent weeknight (Sunday to Friday, 8 p.m. to 6 a.m.) lane closures in both directions between milepost 22 and 30.
INTERSTATE 5 (Pacific Highway), Exit 24 (Phoenix), Jackson County curb ramps, Phase 2A ($1.4 million)
This project will replace ADA sidewalk curb ramps in Jackson County. Construction will take place at and around I-5 Exit 24 (Phoenix). Work areas will be located on both sides of the interchange and will involve eight intersections on Oregon 99, North Phoenix Road and near the I-5 ramps. Watch for intermittent lane closures. Flaggers will provide traffic control as needed. Alternate pedestrian routes will be available during sidewalk closures.
OREGON 99 (Rogue River Highway), MP 10.8-12.2, Birdseye Creek, Foots Creek and Millers Gulch Bridge replacement project ($11 million), website
This project will replace three 1920s-era bridges on Rogue River Highway with structures that are better able to withstand earthquakes. The bridges are located east of the city of Rogue River at Birdseye Creek (MP 10.8), Foots Creek (MP 11.4), and Millers Gulch (MP 12.2).
During the week of May 13, Oregon 99 is scheduled to be closed at Birdseye Creek approximately 3-5 days due to pile driving and foundation work. Drivers should use alternate routes. The contractor will provide a vehicle to transport pedestrians during the bridge closure.
OREGON 99 (Rogue Valley Highway), MP 4.0 to 4.7 (Medford), Rogue Valley intersection improvements ($1.5 million), website
This project in northwest Medford will realign Mace Road and Berrydale Avenue to intersect with Oregon 99 at angles that allow for better visibility, construct new ADA curb ramps at both intersections, and rebuild driveways at adjacent businesses. Construction is scheduled for completion by early summer.
During construction, watch for intermittent single-lane closures in the northbound direction of Oregon 99.
Watch for workers on Mace Road and Berrydale Avenue performing final cleanup work.
OREGON 99 (Rogue Valley Highway), MP 10.2 to 11, Glenwood to Coleman Creek utility work
Watch for possible single-lane traffic, Monday through Friday, as utilities are relocating their lines, wires and pipes out of the right of way for an upcoming improvement project.
JOSEPHINE COUNTY
No construction projects are planned for state highways in Josephine County this week.
